In addition, grant special exception use <br /> approval for the Reflections ACLF with the following <br /> conditions : ( 1 ) prior to issuance of a building permit, the <br /> applicant shall obtain approval of a final site plan and <br /> satisfy site plan release conditions ; (2) prior to the <br /> issuance of a certificate of occupancy (C .
