He agreed with Commissioner Solari that <br /> many concerns have been addressed, but had reservations about the lack of a solid business plan <br /> for marketing the recycled materials . <br /> Commissioner Davis sought and received confirmation from Attorney Polackwich that <br /> granting the approval today would not constitute a violation of an existing franchise agreement . <br /> Commissioner Flescher related that his concerns regarding incidental hazardous materials <br /> have been dispelled . He wanted to make sure, however, that there would be no "soft openings" <br /> in the enclosed building (tipping area) mentioned in the site plans . <br /> Attorney Segal confirmed that this would be a condition of being able to commence <br /> operations , and provided additional details on the tipping and drainage areas . <br /> Chairman Wheeler expressed support for the facility' s new location. However, he was <br /> concerned about inequities that might arise because Republic Services must share its recycling <br /> proceeds with the County, and there is no similar provision for the applicant.
