November 2013 <br />MM #f 1351 <br />SANITARY SEWER FEASIBILITY STUDY & REPORT <br />NORTH SEBASTIAN AREA <br />• The number of pumps or vacuum valves that can share the same downstream force or vacuum <br />main is limited. <br />• Power outages can result in overflows if standby generators are not available. <br />• Life cycle replacement costs are expected to be higher because pressure and vacuum sewers <br />have a lower life expectancy than conventional systems. <br />Therefore, it is our recommendation that the gravity collection system alternative be selected as <br />the preferred alternative for this project. It is suggested that the Indian River County Utilities <br />Department schedule a meeting with the City of Sebastian leadership to secure their input and <br />approval. The City has previously expressed interest in funding a portion of such improvements <br />from the City's CRA fund. This funding source should be explored further with City staff at this <br />time. It is also recommended that a meeting be held with the impacted community in order to <br />gather input from potential project users. It is important that these meetings take place as quickly <br />as possible in order not to delay any efforts to prepare applications and make submittals for grant <br />funds to construct the project. It is important to note that grant funding will be crucial to the <br />success of this project. Without grant funding, the cost of these projects will likely be too high to <br />secure support from the local community for funding. If sufficient grant funds are obtained, then a <br />combination of County funding and property assessments could be achieved. <br />24 <br />5) 1 no <br />
