tabled. <br />The Board expressed their concerns and Commissioner Zorc suggested this matter be <br />Commissioners Zorc and Davis wanted this to be a County -wide designation. <br />Discussion ensued among the Commissioners regarding the return on investment, <br />investing in infrastructure on a County -wide basis, and implementing a strategic plan. <br />Chairman Flescher agreed that this should be a county -wide designation, but felt it should <br />go back to the Enterpnse Zone Development Agency (EZDA) for further review. <br />Helene Caseltine, Economic Development Director for the Indian River County <br />Chamber of Commerce, and Enterprise Coordinator, stated that the County's Enterprise Zone has <br />quite a bit of activity, and pointed out that Enterprise Flonda, our state-wide Economic <br />Development Agency, would parallel what the State already has in place, which would be easy <br />to implement. <br />Further discussion ensued among the Board regarding occupational license tax, <br />developing economic development, and the EZDA's review and support of Items 3, 4, 5, 6, and 7. <br />Commissioner O'Bryan said he would only support item 6, which would modify the Jobs <br />Grant Program to increase the bonus for jobs created in the Enterprise Zone by 20%. <br />Attorney Polackwich provided background regarding the creation of the additional <br />incentives under consideration, and revealed that he had already presented them to the EZDA. <br />Administrator Baird voiced concern over giving the incentives, the loss to the General <br />Fund, and the possibility of increasing ad valorem taxes. <br />February 12, 2013 15 <br />BK 143 PG 508 <br />
