Robert Adair 7060 33`d Street, member of the Agriculture Advisory Committee and <br />Supervisor for the Soil and Water Conservation District, supported Commissioner Solari's <br />recommendation. He pointed out concerns with the County's use of the Floridan Aquifer, the <br />1,500 permitted artesian wells that are 60+ years old and leaking and the agricultural use of <br />water. He believed that re -instituting well plugging would save the silent leak into the surface <br />aquifer. Mr. Adair encouraged Commissioner support, lobbying to let the District know that <br />funds are needed for the well plugging program, and a study to identify leaking wells. <br />Discussion continued regarding the repair and plugging of artesian wells, the expense of <br />plugging them, possible cost sharing, and the results of not plugging them. <br />Debra Ecker, 550 Riomar Drive, on behalf of the Indian River Neighborhood <br />Association, supported Commissioner Solari's proposal. She used a graph to show SJRWMD's <br />most recent report of Indian River County's projected water demands through the year 2035, and <br />stated that to prepare for this County's anticipated population increase, there should be no delay <br />in the County developing a plan for an alternative water resource. <br />Lex Kromhout, Vero Beach, supported Commissioner Solari's proposal, commended <br />him for moving this forward, and voiced concerns over well fields and surface reservoirs <br />Althea McKenzie, sought and received clarification regarding potable water, water used <br />for agriculture, and capturing storm water. She spoke about the current and future needs of the <br />County, and encouraged the Board to move forward with a reservoir type system. <br />MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Commissioner Flescher, to direct staff to: <br />(1) review the conclusions of the June 2007 Alternative <br />Water Supply Master Plan; (2) enter into dialogue with the <br />St. John's River Water Management District to obtain <br />February 4, 2014 19 <br />
