Baird, County Administrator <br />THRU: Jason Brown, Director, OMB <br />FROM: Beth Martin, Risk Manager <br />DATE: January 23, 2014 <br />SUBJECT: Request for Agenda; SAMBASafety <br />Please consider the following for inclusion on the February 4, 2014 Board of County <br />Commissioners' consent agenda. <br />Background <br />With the inception of its modified self-insurance program in 1990, the County initiated numerous <br />loss control programs to eliminate risks when possible and to control those that were expected to <br />occur. One such control was monitoring through the Florida Department of Highway Safety and <br />Motor Vehicles the drivers' license records of County vehicle drivers. <br />Analysis <br />Beginning in 1990, employees' drivers' licenses were checked twice annually at no cost to the <br />County. In 2013, the State began to charge $7.00 to $10.00 per record request, and with nearly <br />600 drivers, the County cut its monitoring to once yearly. The County currently pays $6,500.00 <br />annually for driver's license checks. This fee includes approximately 35 new hires and a once <br />yearly check on current employee drivers. While the County requires employees to report driver <br />license suspensions, traffic citations, and any other vehicle infractions, experience has shown <br />that this does not always occur Nearly every routine screening has revealed suspended licenses <br />or serious citations that impact the County's potential liability. Additionally, with only annual <br />checks, an employee could drive for 11 -plus months with an invalid license if he/she chose not to <br />report it. <br />SAMBASafety is an active driver management program that provides monthly monitoring and <br />alerts, accident tracking and online driver driving. It is currently used in Florida by the cities of <br />Winter Park and Oakland Park as well as corporations such as Frito Lay, WalMart and Sysco. <br />The web -based system has no set-up fees, no annual or monthly maintenance fees, and no <br />9R <br />
