Debate and discussion ensued regarding impact fees being considered a tax , businesses <br /> moving into the County to fill existing vacant buildings instead of building new, and the 35 % <br /> reduction in impact fees that are being targeted to industrial projects . <br /> The Chairman CALLED THE QUESTION, and by a 2 - 3 <br /> vote (Commissioners O ' Bryan, Solari , and Wheeler <br /> opposed) , the MOTION FAILED . <br /> ON MOTION by Commissioner O ' Bryan, SECONDED <br /> by Vice Chairman Wheeler, by a 3 -2 vote (Commissioners <br /> Flescher and Solari opposed) the Board adopted <br /> Ordinance 2011 -002 , amending Title X, Impact Fees, of <br /> the Code of Indian River County to amend Code Section <br /> 1000 . 06 "Imposition" to provide an exception temporarily <br /> suspending for one year the imposition of Impact Fees for <br /> Public Buildings, Law Enforcement, and Solid Waste <br /> Facilities; and providing for codification; severability; and <br /> effective date. <br /> The Chairman called a break at 10: 30 a. m. , and reconvened the Meeting at 10: 42 a. m. , <br /> with all members present. <br /> 10.
