BARTON <br />Clerk to the Board <br />March 20, 2012 <br />SOLID WASTE DISPOSAL DISTRICT <br />MEETING MINUTES <br />The Board of Commissioners of the Solid Waste Disposal District (SWDD) met at the <br />County Commission Chambers, 1801 27t1 Street, Vero Beach, Florida, on Tuesday, March 20, <br />2012. Present were Chairman Gary C. Wheeler, Vice Chairman Peter D. O'Bryan, and <br />Commissioners Wesley S. Davis, Joseph E Flescher, and Bob Solari. Also present were County <br />Administrator Joseph A. Baird, County Attorney Alan S. Polackwich, Sr., and Deputy Clerk Leona <br />Adair Allen. <br />Chairman Wheeler called the meeting to order at 11:35 a.m. <br />15.B.1. CONSTRUCTION & DEMOLITION PILOT PROGRAM UPDATE <br />Managing Director Himanshu Mehta, Solid Waste Disposal District, provided the Board <br />with background, analysis, and update on the Construction and Demolition (C&D) Pilot <br />Program. He recognized Republic Services (Republic) for making the effort to implement the <br />three-month C&D recycling pilot program on top of the active landfill, and their challenges in <br />recovering/marketing additional materials, despite it not being successful, and thereafter <br />discontinued. He said that staff did not recommend pursuing other alternatives for a C&D <br />recycling program at the landfill, and requested Board authorization to submit a letter to the <br />Florida Department of Environmental Protection (FDEP) requesting the removal of the landfill <br />permit condition since it is not a financially viable alternative for SWDD. <br />March 20, 2012 1 <br />BK 142 PG 251 <br />
