Present <br /> were Vice Chairman Peter D . O ' Bryan, and Commissioners Wesley S . Davis, Joseph E . Flescher, <br /> and Bob Solari . Chairman Gary C . Wheeler was absent . Also present were County Administrator <br /> kW Joseph A . Baird, County Attorney Alan S .
