12 .A.3 CONSIDERATION OF AGREEMENT BETWEEN INDIAN RIVER HABITAT <br /> FOR HUMANITY AND INDIAN RIVER COUNTY FOR NEIGHBORHOOD <br /> STABILIZATION PROGRAM 3 (NSP3) COMMUNITY DEVELOPMENT <br /> BLOCK GRANT (CDBG) PROGRAMMATIC SERVICES AND NSP3 <br /> SINGLE-FAMILY PURCHASE , REDEVELOPMENT AND SALES PROGRAM <br /> g <br /> MANUAL <br /> i <br /> Director Keating provided background and analysis pertaining to the Neighborhood <br /> Stabilization Program 3 (NSP3 ) Community Development Block Grant (CDBG) , which will <br /> involve partnering with Habitat for Humanity to purchase and rehabilitate foreclosed/abandoned <br /> homes to sell to qualified households . He explained that the program will be funded directly by <br /> the Department of Housing and Urban Development (HUD) and presented staff' s <br /> recommendation for the Board to proceed with the NSP3 CDBG project by approving the <br /> following required documents . <br /> `" • The NSP3 Agreement with Habitat for Humanity for services related to the <br /> CDBG <br /> • The proposed NSP3 Single-Family Purchase, Redevelopment and Sales Program <br /> Manual <br /> Andy Bowler, President/CEO , Habitat for Humanity, thanked the Board and spoke to the <br /> advantages of the NSP3 Program . <br /> 5 ON MOTION by Commissioner Flescher, SECONDED <br /> Al <br /> by Commissioner Davis, the Board unanimously : ( 1 ) <br /> approved the proposed agreement with Indian River <br /> Habitat for Humanity for programmatic services related to <br /> the County ' s Neighborhood Stabilization Program 3 <br /> Community Development Block Grant; (2) approved the <br /> BK 141 PG 2 5 4 <br /> August 16 , 2011 33 <br />
