TREASURE COAST HOMELESS SERVICES COUNCM, INC. CONTINUUM OF CARE <br /> Section B . Experience Narrative <br /> 1 .The specific type and length of experience of all organizations involved in implementing the proposed project. <br /> The applicant is the Indian River County Board of Commissioners. Indian River County' s <br /> Total Expenditures of Federal Awards for the Year Ended September 30, 2002 is <br /> $4,390,296 . 00 . The Total Department of Housing and Urban Development Expenditures for <br /> Fiscal Year Ended September 30, 2002 is $ 1 ,274, 712 . 00 . <br /> This project will be administered on behalf of Indian River County Board of Commissioners <br /> by the Indian River County Department of Human Services. This Department has twenty <br /> eight years of experience in grants and program administration. The Department is proficient <br /> in intake, needs assessment, information and referral, eligibility determinations and record <br /> keeping. They provide a variety of direct services to meet the emergency health and financial <br /> needs of the indigent and homelessness in Indian River County. The Department administers <br /> emergency financial assistance, utilities assistance, temporary housing assistance (rent <br /> subsidy) , emergency medications funds and other health related financial assistance to the <br /> poor and needy in the County, including the indigent burial program. Screening for food <br /> stamps, TANF and other AFDC is conducted at the Department ' s offices. This Department is <br /> also the administrator of the Children ' s Services Advisory Council Grants Program and is <br /> responsible for the RFP, selection process and grants awards and administration. The <br /> Department' s annual operating budget is $446, 000 . 00 for case management and emergency <br /> services and $ 1 ,000, 000 . 00 for Children' s Services. <br /> Since August of 2002, This Department has administered the HUD2001 Shelter Plus Care <br /> Tenant Rental Assistance Program which now successfully provides rental assistance for <br /> fourteen formerly homeless disabled adults who are living in apartments around Indian River <br /> County and is prepared to administer the HUD 2002 Shelter Plus Care Tenant Rental <br /> Assistance Program award which begins on July 1 , 2003 . The County successfully managed <br /> the HUD 2000 award for SHP, Transitional Housing (Rehabilitation). Renovations and <br /> additions are successfully completed. The building has been issued a certificate of occupancy <br /> in May 2003 . Five families are occupying the transitional housing beds added through this <br /> HUD 2000 TH award.
