Addendum # 13 <br /> 3/22/2007 <br /> Page 2 of 7 <br /> 4. Existing Stormwater Structure Evaluation: Using as-built information recently provided by <br /> the County, we will evaluate existing stormwater management pipes on the North County <br /> Regional Park and Sebastian Middle School sites. The original stormwater report for the CR <br /> 512 project proposed culverts for the Pond B discharge and outfall to a then existing drainage <br /> ditch. The completion of the North County Park site directly north of Pond B piped a portion <br /> of said ditch including the point at which Pond B' s outfall was to connect. Since the size and <br /> length of North County Park project pipes as constructed differ from that included in the <br /> original model, we will revise the model to include the as-built pipe data. The model will <br /> then be run to determine whether the existing structures will accommodate the discharge <br /> flows from CR-512 's Pond B, the North County Regional Park and the Sebastian Middle <br /> School. As part of this task we will discuss the model results with the County Engineer and <br /> make recommendations for any required remedial design. <br /> We propose to perform the Scope of Services outlined under Task A for the following lump sum <br /> fee : $ 22,515.00 <br /> Task B — Threatened and Endaneered Species Survey and Wetland Functional Analysis <br /> An environmental assessment was performed for the entire CR-512 Roadway Improvements <br /> project in 1998 by our Sub-consultant, Environmental Services, Inc. (ESI). Since that time, the <br /> Phase IV alignment has been revised to the south of the existing roadway and will pass through <br /> and adjacent to environmentally sensitive areas. In order to address environmental concerns <br /> prior to the commencement of construction the County has requested that an updated Threatened <br /> and Endangered Species Survey and Wetland Functional Analysis be conducted. We shall <br /> provide the following scope of services under this task: <br /> 1 . Threatened and Endangered Species Survey <br /> ESI will conduct pedestrian transects through the various vegetative habitats within the <br /> proposed roadway expansion corridor and stormwater management ponds A, B and C <br /> pursuant to the methodologies of the Florida Fish and Wildlife Conservation Commission <br /> (FFWCC), to observe evidence of any local state or federally protected plant or animal <br /> species, specifically any evidence of gopher tortoise (Gopherus polyphemus). A brief letter <br /> report will document the results of the survey. <br /> Note: The limits of the roadway corridor and stormwater management ponds A, B and C will <br /> be staked in the field by others prior to the commencement of the surveys. This task only <br /> assumes one ( 1 ) survey for gopher tortoise. If the survey is conducted more than 90 days <br /> before land disturbance, an updated survey will be required and is not part of this proposal. <br /> ESI will map the locations and status of gopher tortoise burrows to determine the extent of <br /> the on-site gopher tortoise population. If observed, ESI will hang flags on the vegetation <br /> adjacent to a burrow and a map will be prepared indicating the location of the burrow. This <br /> task does not include any gopher tortoise permitting. <br />
