Our File #0831 <br />September 19, 2008 <br />NOWEXCLUSSIVE PROFESSIONAL ENGINEERING AGREEMENT <br />CONTINUING CONSULTING SERVICES <br />EXHIBIT 1 <br />Project Description <br />Masteller & Moler, Inc. is pleased to provide you with this proposal for providing civil engineering <br />services related to improvements to be made to Indian River County's Reuse Water System. <br />These improvements will allow for Indian River County to direct reuse water to the Orchid Isle <br />and Windsor communities. <br />As a result of the above described goals, we have developed the following scope of work to be <br />implemented to expand and improve the overall reuse water system: <br />• Scope of Services <br />1. DESIGN SERVICES <br />Task A — Reuse Main Improvements — Under this Task we shall develop designs for: 1) <br />conversion of existing brine, potable water and wastewater mains into reuse water mains <br />and 2) construction of new reuse main improvements. Specifically, the following mains will <br />be converted into reuse mains: <br />1 Conversions of Existing Mains into Reuse Mains <br />a. The existing 16" brine main starting at the North County WWTP Site extending <br />eastward along 77 h Street and ending at the west side of the Indian River at CR 510. <br />b. The existing 12" force main on CR 510 starting at the west side of the Indian River <br />and extending eastward across the Wabasso Causeway and bridge to approximately <br />Jungle Trail <br />c. The existing 12" potable water main on CR 510 starting at the west side of the Indian <br />River and extending eastward across the Wabasso Causeway to just east of the east <br />end of the bridge over the Inter Coastal Waterway. <br />We shall design piping, fittings and valve improvements to allow for connection to and <br />conversion of the existing brine line; force main and potable water main systems into reuse <br />water mains. For these sections of proposed pipe conversions, we will conduct site visit(s); <br />prepare plans, specifications and bid documents to describe the requirements for <br />conversion of the subject piping into reuse mains including: cleaning, disinfecting, leak <br />detection, valve checking, and hydrostatic testing. <br />
