Amendment # 1 to Attachment # 1 <br /> 5/ 14/2007 <br /> Page 2 <br /> length of the brine force main is approximately 11 ,000 feet . Our plans will show the necessary <br /> gate valves, air release valves, jack & bore, directional boring, and construction details. <br /> Masteller & Moler, Inc. services includes Florida Department of Environmental Protection <br /> (FDEP) permitting for the brine force main construction and operation. Our original agreement <br /> assumed that FDEP permitting would be done on the basis of applying for a domestic wastewater <br /> permit. This is a simple type application and was the permitting procedure used on the previous <br /> section of brine force main that was constructed from the Hobart Water Treatment Plant to Bend <br /> Pine. However, the FDEP advised us that for this proposed brine force main, we would be <br /> required to make application for an Industrial Wastewater permit. The need for the industrial <br /> wastewater permit is complicated and will require substantial additional work and result in an <br /> increase in our fee for permitting the 16" diameter brine force main. However, since the 12" <br /> reuse main is part of the County Master Plan Reuse System, FDEP permitting will not be <br /> required for the 12" reuse main. We will need permits from the Florida Department of <br /> Transportation (FDOT) for the US # 1 directional bore crossing, and a Florida East Coast <br /> Railroad (FECRR) for the jack and bore crossing under the railroad tracks. In addition, approval <br /> will be needed from the Indian River Farms Water Control District (IRFWCD) for the directional <br /> bore under Lateral G for the 16" brine force main. Some of these approvals and permits have <br /> already been obtained but have expired and will be needed to be acquired again. Masteller & <br /> Moler, Inc. will prepare the permit applications and supporting data and submit on behalf of the <br /> County. Permit application fees are not included within our agreement. <br /> • Task B — Construction Services <br /> Masteller & Moler, Inc. will provide assistance during bidding and periodic inspection <br /> observation of both pipeline system projects on an as needed basis to observe that construction is <br /> in reasonable compliance with the contract plans and permits. It is our assumption and fees are <br /> based on the fact that both pipeline projects will be constructed simultaneously by the same <br /> contractor. We will attend meetings, review shop drawings, and monthly pay estimates from the <br /> contractor. <br />
