EXHIBIT 1 <br /> SCOPE OF WORK <br /> INDIAN RIVER COUNTY <br /> BIOSOLIDS DEWATERING FACILITY AT INDIAN RIVER COUNTY LANDFILL <br /> ADMENDMENT NO. 1 - ADDITIONAL DESIGN, PERMITTING AND GENERAL SERVICES <br /> DURING CONSTRUCTION <br /> BACKGROUND <br /> Indian River County (County) Utility Services Department currently operates a centralized <br /> dewatering facility located at the Central Region Wastewater Treatment Plant. The close <br /> proximity of the existing dewatering facility to neighboring developments led the County to <br /> explore moving the operation to the Indian River County (IRC) Landfill. The IRC Landfill is the <br /> current disposal site for the sludge dewatered at the existing facility. Given the age of the <br /> existing dewatering facility's equipment, a new facility was proposed to be located at the <br /> Iandfill. The new dewatering facility is designed to include the necessary sludge receiving, <br /> pumping, and tankage to meet the County' s needs as well as the needs of the private grease and <br /> septage haulers within the County. The facility design is based on a twenty year equipment life <br /> cycle. Dewatering equipment will be provided by a private contract operator with a five year <br /> operating contract with renewal options in accordance with County policy. <br /> In the process of designing the facility, design activities were redirected to include the following <br /> items, not originally included in the Scope of Services: <br /> ■ Aeration system for holding tank mixing and phosphorus mitigation <br /> ■ Mechanical blowers for aeration system <br /> ■ Additional electrical equipment <br /> ■ Expanded Electrical/ Laboratory building <br /> ■ The location for the facility within the landfill was modified by the County to maximize <br /> landfill airspace <br /> ■ Additional permitting requirements <br /> The original facility design was modified to include additional equipment and systems to <br /> address the County's concerns regarding the potential for phosphorus release from biosolids in <br /> the holding tanks as well as to mininze dissolved phosphorus content in the wastewater <br /> discharge from the facility. The County's West Regional Wastewater Treatment Plant will <br /> receive the process wastewater from the dewatering facility. The WWTP' s operations permit <br /> includes a phosphorus limit as a discharge condition which was required to be taken into <br /> account during the design modifications. <br /> Additionally, the design effort and associated contract drawings for the wastewater force main <br /> and water main extension were not included under the original scope of services. The need for <br /> this effort was identified during the preliminary design stage and is necessary due to the facility <br /> location within the landfill site. <br /> 1 jei 49 doc <br />
