The number of permits included under Task No. 2 was increased as additional permitting needs <br /> were identified during preliminary design of the facility. Additional permits were prepared and <br /> submitted that were not included in the original scope of services. These additional permitting <br /> efforts include Notice of Intent to Use a General Permit to Construct Wastewater <br /> Collection/Transmission System, Notice of Intent to Use a General Permit to Construct Water <br /> Main Extension, and Title V air construction permitting determination. <br /> The inclusion of additional systems/ equipment as well as the expansion of the Electrical/ <br /> Laboratory budding under the design tasks will also result in a longer anticipated construction <br /> period and require additional review and processing efforts under Task 5 .0, General Services <br /> During Construction. The following describes the modifications to the original Scope of Services <br /> in greater detail. <br /> SCOPE OF SERVICES <br /> CDM will provide additional engineering services related to Preliminary and Final Design and <br /> Permitting Services for additional engineering efforts required to complete the design of the <br /> dewatering facility at the current revised location within the landfill. The additional services <br /> will also include the additional operating equipment and processes not included in the original <br /> scope of work. The intent of this Amendment is to provide additional funding for the upper <br /> limit of Tasks 1, 2, 3 and 5. The additional services included in this Amendment are described <br /> in the following Tasks. <br /> Task 1.0 Preliminary Design <br /> This task originally provided for the preparation of a Preliminary Design Report including <br /> performing topographic survey and geotechnical services, establishing of necessary design <br /> criteria, identifying specific permitting requirements, and preparation of a preliminary design <br /> level opinion of probable cost. <br /> During preliminary design of the facility, several modifications to the design were requested <br /> and others were identified as necessary to mitigate for potential phosphorus releases in the <br /> biosolids holding tanks. A diffused aeration system and mechanical blowers for holding tank <br /> mixing and aeration were added to the design to attenuate this potential and control dissolved <br /> phosphorus discharges from the facility. <br /> Additionally, the location of the facility within the landfill was changed from a five acre site <br /> originally proposed to a smaller site to maximize landfill airspace. The change in location <br /> placed the facility farther away from connection points for water and wastewater utilities <br /> required for the facility, causing a longer pipeline distance that previously anticipated. The <br /> change in location resulted in additional effort for design and drawing preparation as well as <br /> cost for additional surveying services for the longer utility piping routes. <br /> The modifications to the design during the preliminary design phase resulted in approximately <br /> twice the number of drawings originally included in the scope of services and associated <br /> budget.
