x G 4GINAL <br /> Amendment to the Professional Services Agreement <br /> TO : (Owner's Representative) Amendment Number : 2 <br /> In accordance with the Agreement dated : � = <br /> May 13, 2003 <br /> Between the Owner: <br /> Board of County Commissioners, Indian River County, Florida <br /> and the Architect : <br /> Donadio & Associates, Architects of Vero Beach, Florida <br /> For the Project : <br /> Indian River County New Administration Complex to be generally located on approximately 13 acres north of <br /> 26th) Street. east of 20th Avenue . south of Aviation Boulevard and west of Lateral " E " Canal in Vero Beach . <br /> Florida . This Project shall also include but not be limited to other such improvements as the Extension of 20th <br /> Avenue to the North and Construction of a Bridge across the Main Relief Canal connecting 20th Avenue with <br /> Aviation Boulevard . <br /> AMENDMENT NUMBER 2 : <br /> Authorization is Granted <br /> (X) to proceed with Additional Services or a Change in Services <br /> (X) to incur Reimbursable Expenses <br /> As Follows : <br /> The subject of this requested Amendment Number Two (2) is the design of a third facility (second facility to be <br /> located on 43 `d Ave . ) to be located on 43rd Avenue (Jackson Tract) . This building will accommodate the <br /> Emergency Services Department including the Emergency Operations Center which, because of the role of this <br /> building as a critical central hub of operations during emergency conditions it will be specially designed to <br /> operate under the most adverse conditions possible in accordance with the following criteria : <br /> Basis of Design : The Architect and Owner acknowledge and agree that the following design criteria as required <br /> by the State of Florida, Division of Emergency Management shall be the basis for the design of this Emergency <br /> Operations Center facility : <br /> A. The EOC shall meet the hurricane hazard safety criteria established in Standards for Hurricane Evacuation <br /> Shelter Selection (ARC 4496) . <br /> B . The EOC and essential ancillary structures and equipment shall be designed to resist the effects of a major <br /> hurricane . The wind design load requirements shall be ill accordance with the American Society of Civil <br /> Engineers (ASCE) Standard 7 , Minimum Design Loads for Buildings and Other Structures. The minimum wind <br /> design criteria shall include : <br /> Design Wind Speed = 200 miles per hour (3 second gust) <br /> Wind Importance Factor, 1 = 1 . 00 <br /> Exposure Category == C <br /> Directionality Factor, Kd = 1 . 00 <br /> Internal Pressure Coefficient = +/- 0 . 18 <br /> Pagel of 3 <br />
