vim EXHIBIT 1 ATTACHMENT INDIAN RIVER UTILITIES DEPARTMENT NORTH COUNTY BRINE DISPOSAL SCOPE OF SERVICES Amendment No . 4 modifies the scope of work in Work Order No . 1 as issued to Ecotech Consultants, Inc. for assisting the County with permitting, design, and construction management services. Issuance of the Industrial Wastewater Facility Permit (No. 31 -FL0166511 ) requires the County to comply with special conditions defined as "Effluent Limitations and Monitoring Requirements". Amendment No. 4 is being implemented at this time to provide professional environmental and engineering services by Ecotech Consultants, Inc . and Masteller & Moler, Inc . associated with the project described above . The additional work to be performed as part of this Amendment will generally include working with the Florida Department of Environmental Protection (FDEP) staff to locate sampling stations in the Indian River and the preparation of a sampling plan to monitor the biological diversity of the near shore benthic communities adjacent to the Spoonbill project site. A brief description of the scope of services for Amendment No . 4 is provided below : Task 1 . Preparation of Biological Diversity Sampling Plan Ecotech Consultants, Inc . (ETC) will assist the County with preparation of a biological diversity sampling plan to comply with Section LA.9 .c . 1 of Permit No . 31 -FL0166511 . The deliverables for this task will include providing the County with one draft copies ofthe sampling plan for review and comment. ETC will modify the draft sampling plan to reflect the comments received from the County, and then forward the revised sampling plan to FDEP . ETC will work with FDEP to complete a sampling plan acceptable to the County and FDEP . ETC will provide the County with one copy of the FDEP approved sampling plan. Page I of 3
