INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> 5. 11 Work Area - The area within the Project Area where the CONTRACTOR is <br /> permitted to work ; this area includes the staging area , navigable waterways interior to <br /> Fort Pierce , and the open ocean between the Staging Area and the Mitigation Area . The <br /> Work Area does not include any Natural Resource Areas , areas of exposed and/or <br /> ephemeral hardbottom , or the Cable Avoidance Buffer Area , as the CONTRACTOR is <br /> not permitted to work in these areas . <br /> 6 . SUBCONTRACTORS <br /> Any Subcontractors required by the CONTRACTOR , in connection with the services to <br /> be provided in association with this Project, will be limited to such individuals or firms as <br /> are identified for specific components of work . Any substitution of Subcontractors will <br /> also be subject to the prior approval of the COUNTY. Subcontractors employed in the <br /> connection with the performance of work related to this Project are required to comply <br /> fully with the terms and conditions of the contract between the CONTRACTOR and the <br /> COUNTY. Subcontractors shall be held responsible for Subcontractor-induced violation <br /> of any and all requirements outlined in these documents . <br /> 7 . LICENSES , PERMITS , CERTIFICATIONS AND EASEMENTS <br /> The CONTRACTOR shall comply with all of the requirements of the permits , easements , <br /> and conditions of this contract including The Florida Department of Environmental <br /> Protection ( FDEP ) and U . S . Army Corps of Engineers ( USACE ) permits included in <br /> Appendices A and B respectively. The CONTRACTOR shall conspicuously post copies <br /> of these permits on the job site (loading dock and in all vessels ). Any other licenses or <br /> approvals required for the execution of this work shall be secured and paid for by the <br /> CONTRACTOR including , but not limited to, occupational licenses and ABS load-line <br /> barge certifications . The CONTRACTOR shall obtain any and all U . S . Coast Guard <br /> certifications and/or approvals . Copies of all required licenses , permits , approvals , and <br /> certifications shall be provided to the County at the Pre-Construction conference . <br /> 8 . CONTRACTOR EXPERIENCE <br /> The information required of the Bidders includes General Information and Plant and <br /> Equipment Schedule (Sheets 11 through 16 inclusive ) shall be completed by the <br /> CONTRACTOR and shall be submitted with the bid along with the Required <br /> Submissions listed in Section 10 of these Technical and Environmental Specifications . <br /> Contractors and all Subcontractors must have no active or pending environmental <br /> enforcement action ( Notice of Violation or official litigation ) from any county, state , or <br /> federal regulatory agency; must have a minimum of three (3 ) years experience in marine <br /> and offshore construction ; and must have experience working around environmentally <br /> sensitive areas such as seagrass beds , reefs and manatee zones . <br /> TS-3 <br /> i <br />
