INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> 9 . PRE-CONSTRUCTION MEETING <br /> The COUNTY shall notify the CONTRACTOR of the date and time for a Pre- <br /> Construction Meeting , The CONTRACTOR'S attendance at this meeting shall be <br /> mandatory. The pre-construction meeting may be audio taped . The purpose of the pre- <br /> construction meeting shall be to develop mutual understanding relative to details of the <br /> project , and shall include COUNTY review of the CONTRACTOR Plans and <br /> submissions identified in Section 10 of these Technical and Environmental <br /> Specifications . The pre construction meeting shall include a discussion between the <br /> COUNTY and the CONTRACTOR of the permit requirements , lines of contractual and <br /> administrative authority, daily reporting requirements , submittals , work progress <br /> schedule , construction methods and shall have the purpose of establishing the working <br /> relationship between the CONTRACTOR and the COUNTY including any consultant(s ) <br /> working for the COUNTY. The COUNTY shall write a letter of record documenting all <br /> items discussed at the meeting and a copy will be provided to the CONTRACTOR. <br /> Subsequent meetings may be scheduled to reconfirm mutual understanding immediately <br /> prior to the construction or at any time during construction . <br /> 10 . REQUIRED SUBMISSIONS <br /> At the Pre-Construction Meeting , the CONTRACTOR shall submit the following items for <br /> review and acceptance by the COUNTY: <br /> 10 . 1 Operations Plan . The Operations Plan shall describe the proposed equipment and <br /> construction methods including the following information : <br /> 10 . 1 . 1 Work Progress Schedule conforming to Section 11 of these Technical <br /> and Environmental Specifications . <br /> 10 . 1 .2 Letter of Appointment designating a Project Superintendent(s) , <br /> describing responsibilities , and providing qualifications in conformance with <br /> Section 26 of these Technical and Environmental Specifications , <br /> 10 . 1 . 3 Proposed Equipment List including equipment listed in Section 13 of <br /> these Technical and Environmental Specifications , <br /> 10 . 1 .4 Proposed Construction Methodology would include accessing the <br /> staging area , access to and deployment of materials at the Mitigation Area , and <br /> Project Area restoration . <br /> 10 . 1 . 5 Copies of all Licenses , Permits , and Certificates shall be provided by <br /> the CONTRACTOR in the performance of the work as outlined in the proposal . <br /> 10 . 1 . 6 Proposed Subcontractors and the segment of work for which they will <br /> be responsible . Each Subcontractor shall provide a list of a minimum of three (3 ) <br /> similar previously-conducted projects including the name of the project , the <br /> year(s ) of construction , project description , dollar amount of contract award , and <br /> TS-4 <br />
