INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> adjacent resources , endangered species , or fiber optic cables . Adequate floating cable <br /> scope shall be provided to allow maneuverability in the work area , and all cable shall be <br /> of the type that will float unaided and shall be capable of withstanding the forces of the <br /> sea-states to which they shall be exposed during approach , staging , placement and <br /> transiting as deemed necessary by CONTRACTOR to ensure safe and efficient <br /> operations . <br /> 13 .2 Heavy Equipment and Personnel . The CONTRACTOR shall provide all of the <br /> supervision , labor, and equipment necessary for loading and trucking the reef <br /> construction materials (except those otherwise specified ) from their respective source <br /> sites to the staging area , barging the materials to the Mitigation Area and off-loading and <br /> precise placement of materials to create the HRHC and LRLC mitigation reefs and rock <br /> enhancements as more fully described in these Technical and Environmental <br /> Specifications and in the Plans . <br /> 13 . 3 Divers . The nature of the construction of this Project, potentially limited visibility at <br /> the Mitigation Area , the need to complete the Project in a timely manner, and safety <br /> concerns require that any and all divers utilized by the CONTRACTOR shall be properly <br /> equipped and sufficiently familiar with directing heavy equipment and placement of <br /> materials from both the surface and underwater. Any and all divers must be equipped <br /> with impact helmets and functioning 2-way communication , and must be in constant <br /> verbal communication with the on-barge supervisor; this supervisor must have <br /> immediate communications and supervision over operations of the crane or any other <br /> equipment as necessary to ensure diver safety and successful project construction . <br /> Additionally, the immediate supervisor in charge of the divers shall be able to directly <br /> communicate to emergency services if necessary. <br /> 14 . STAGING AREA <br /> The CONTRACTOR shall provide a staging area of size , location , and accessibility <br /> suitable for use on the Project. The anticipated staging area , as identified in the <br /> construction plans , is the Port of Ft . Pierce (also known as Ft. Pierce Inlet) . The staging <br /> area shall be subject to prior approval by the COUNTY. Payment for all costs incurred by <br /> the CONTRACTOR for providing the staging area shall be included in the Lump Sum Bid <br /> Item — Staging Area . Permits and permissions for use of the CONTRACTOR-designated <br /> staging area shall be obtained by the CONTRACTOR and shall be available to the <br /> COUNTY for review. <br /> 15 . INSPECTION NOTIFICATION <br /> The CONTRACTOR shall notify the COUNTY, by telephone or electronic mail , regarding <br /> the time and date of the following events , a minimum of three (3 ) days prior to each <br /> event : <br /> a . Mobilization of equipment/material to the staging area ; <br /> b . Completion of rock placements in the Mitigation Area ; and <br /> c . Post-construction site survey. <br /> TS-8 <br />
