INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> 24 . 1 Inspection , The CONTRACTOR shall establish a Quality Assurance program to <br /> perform sufficient inspections and tests of all items of work , including that of any <br /> Subcontractors , and to ensure performance according to the Plans and applicable <br /> Specifications with respect to the materials , transportation , and construction . This control <br /> will be established for all construction except where the Contract Documents provide for <br /> specific COUNTY control by inspections , tests , or other means . <br /> 24.2 Compliance . The CONTRACTOR ' S Quality Assurance program shall provide the <br /> necessary data to assure the COUNTY that the construction complies with all <br /> requirements of the Contract Documents . The controls shall be adequate to cover all <br /> construction operations and shall be keyed to the proposed construction sequence . <br /> 24.3 Time of Submittal . Within twenty (20) days after receipt of the " Notice of Award" <br /> and no more than 10 days before the Pre-Construction Meeting , the CONTRACTOR <br /> shall furnish to the COUNTY a written Quality Assurance Plan that shall include the <br /> procedures for implementation of the QA plan and reporting . <br /> 24.4 Meeting . After the Contract is awarded and before construction operations begin , <br /> the CONTRACTOR shall meet with the COUNTY, at the COUNTY offices , to discuss <br /> Quality Assurance requirements . This shall be referred to as a Pre-Construction <br /> Meeting , as described in Section 9 of these Technical and Environmental Specifications . <br /> The meeting shall develop a mutual understanding relative to details of the program , <br /> including the interrelationship of the CONTRACTOR and the COUNTY. <br /> 24 . 5 Modification to Plan . If recurring deficiencies in an item or items indicate that the <br /> Quality Assurance system is not adequate , the CONTRACTOR shall undertake such <br /> corrective actions as directed by the COUNTY. <br /> 25 . SAFETY PLAN <br /> The CONTRACTOR shall specify all safety inspection procedures and designate <br /> personnel responsible for supervising accident prevention activities and insuring <br /> compliance with all safety measures . At the Pre-Construction Meeting , the <br /> CONTRACTOR shall submit to the COUNTY a Safety Plan , The Safety Plan shall <br /> include , but not be limited to , the following : <br /> 25 . 1 Letter of Appointment . Letter shall designate a Safety Officer(s ) , describing <br /> responsibilities , providing qualifications and delineating the line of authority and <br /> organizational reporting requirements of the Safety Officer(s ) . <br /> 25 . 2 OSHA Standards . The CONTRACTOR shall review the Corps of Engineers <br /> Manual, General Safety Requirements EM-385- 1 - 1 , dated 1996 and the latest <br /> Occupational Safety and Hazard Agency (OSHA) standards and become fully <br /> knowledgeable of the personal protective equipment that must be provided to and used <br /> by workers and the safety standards applicable to the prevention of accidents during <br /> construction of this project. The CONTRACTOR , Subcontractors and all crew shall <br /> comply with all applicable standards and provisions . <br /> TS-20 <br />
