INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> The work specified in this Section for demobilization consists of the removal of all <br /> equipment, materials and other operational items , as well as the restoration of any areas <br /> used during mobilization and construction to their pre-project conditions . The COUNTY <br /> will determine whether the CONTRACTOR has fulfilled the demobilization obligations . <br /> The costs of bonds , any required insurance , and any other pre-construction expense <br /> necessary for the start of the work , excluding the cost of construction materials , shall <br /> also be included in this Section . <br /> 22 .2 Partial Payments . When the Proposal includes a separate pay item for <br /> mobilization , partial payments will be made in accordance with the following : <br /> Percent of Approved Percent of Lump Sum Price for <br /> Construction Completed Mobilization / Demobilization <br /> 10 25 <br /> 50 90* <br /> - 10% Held for Demobilization . <br /> Payment for demobilization shall be made as a lump sum equal to 10% of the contract <br /> bid amount for mobilization / demobilization and shall be issued upon acceptance of the <br /> demobilization conditions by the COUNTY. <br /> 23 . NAVIGATION AND OBSTRUCTION OF CHANNELS <br /> The CONTRACTOR shall operate in full compliance with all pertinent U . S . Coast Guard <br /> regulations and conduct the work in a manner to minimize any obstruction to navigation <br /> within the Work Area . <br /> Construction operations will occur between April 1 , 2004 and December 31 , 2004 <br /> offshore of Indian River County as necessary to complete construction . Marine traffic <br /> related to construction operations will be frequently navigating between Ft . Pierce Inlet <br /> and up to 11 . 4 miles north and 0 . 5 miles offshore of the inlet during daytime operations . <br /> Mariners should contact Butch Horgal , Harbormaster of the Port of Ft . Pierce , at (772 ) <br /> 464- 1560 or (772 ) 971 -7045 (mobile ) , or Coast Guard Station Ft. Pierce on VHF <br /> Channel 16 for safety and maneuvering information . Mariners are advised to use <br /> extreme caution while transiting this area . <br /> The CONTRACTOR shall publish a Notice to Mariners upon securing the staging area <br /> and CONTRACTOR-intended transiting route for the mitigative reef units and water- <br /> based platforms utilized for material conveyance from the staging to placement area . <br /> CONTRACTOR shall indicate in the Notice to Mariners the anticipated start date and <br /> duration of the activities associated with the execution of this Project . <br /> 24 . QUALITY ASSURANCE PLAN <br /> The CONTRACTOR shall be responsible for Quality Assurance ( QA) and shall provide <br /> and maintain an effective Quality Assurance program . <br /> TS- 19 <br />
