ATTACHMENT A <br /> Part B <br /> SCOPE OF WORK <br /> INDIAN RIVER COUNTY <br /> NORTH COUNTY WATER TREATMENT PLANT <br /> AMENDMENT NO . 5 - FINAL RECONCILIATION AMENDMENT FOR <br /> ADDITIONAL PERMITTING AND ENGINEERING SERVICES <br /> BACKGROUND <br /> The North County Water Treatment Plant (NCWTP) is a permitted 3 . 53 million gallons per day <br /> (mgd) (3 . 0 mgd of permeate) facility serving northern Indian River County (IRC ) . Construction <br /> of the original water plant began in June 1996 and was placed into operation in July 1998 . The <br /> facility utilized two 1 . 5 mgd membrane treatment nanofiltration skids and incorporated a raw <br /> water blend rate of approximately 15 percent (0 . 53 mgd ) to achieve the facility finished water <br /> capacity of 3 . 53 mgd . The facility layout was designed for future expansion at such time <br /> customer demand in the North County service area warranted . <br /> This Admendment is for the close out of the Phase II plant expansion which was successfully <br /> bid and the contract was awarded to Poole and Kent of Florida to construct the plant. This <br /> phase was to add three new 1 . 5 mgd nanofiltration skids along with three skids for future water <br /> production which will be installed without membranes . The actual project added five new skids <br /> with membranes and one empty skid for future expansion . This will allow for additional water <br /> production without a major plant upgrade after the well field has been expanded to provide the <br /> necessary raw water supply. This amendment is for additional services expected for <br /> unanticipated permitting services and additional engineering services during construction . <br /> SCOPE OF SERVICES <br /> CDM shall provide additional engineering services related to extra permitting in Task 3, and <br /> supplementary construction services in Task 5 . The original project design activities started in <br /> 2004 and the construction oversight period and scope of work have been modified over the last <br /> four years due to various project changes . During the construction period, additional items <br /> have been added to the project or modified, which upgraded the facilities improving the ability <br /> to economically expand the plant in the future and efficiently operate the plant. CDM has <br /> worked closely with IRC staff to minimize additional engineering effort associated with the <br /> plant expansion . <br /> The following described engineering services are additional scope items not previously covered <br /> in the Phase II plant expansion Amendments 1 , 2, 3, and 4 .
