This task provides for the preparation of necessary permit applications, meetings, and <br /> negotiations with regulatory agencies and preparation of one response to Request for <br /> Additional Information (RAI) from IRC Planning and Zoning and Florida Department of <br /> Environmental Protection (FDEP) . <br /> ■ A change was initiated by IRC that increased water production (by loading additional skids <br /> with membranes ) and produced a deductive change order for the construction project. The <br /> contractor was to replace the nanofilitration membranes in the existing skids 1 and 2 with <br /> new membranes . Since the existing membranes are performing well, the decision was made <br /> to keep them in place and load two skids that were to be left empty during this expansion . <br /> This saves IRC the expense of removing the existing membranes and gives operational <br /> flexibility to the plant so the pumps can be exercised regularly and other maintenance can be <br /> performed without disrupting water production . These changes will require performance <br /> testing and test result review . These changes will have to be incorporated into the <br /> certification of the construction permit to FDEP . <br /> ■ IRC has also made some field changes regarding the location and amount of impervious area <br /> by relocating sidewalks from areas of little traffic to areas of greater traffic . While these <br /> changes do not negatively affect the project contract price the changes will have to be <br /> demonstrated to the IRC planning and zoning as a deviation from the permitted plan . <br /> Preparation of additional documentation for planning and zoning was required . <br /> Task 4. 0 Bidding Assistance Services (No Changes in this Amendment) <br /> Task 6. 0 Out of Scope Services During Construction <br /> Contract Extension <br /> The contract administration task has increased in duration as a result of the concentrate permit <br /> delays that impacted the procurement of the FDEP construction permit . The following time line <br /> illustrates the extent of the project being lengthened . <br /> Advertisement to Bid : June 30, 2006 <br /> Bid Opening: August 16, 2006 <br /> Construction Contract November 14, 2006 <br /> Notice to Proceed January 12, 2007 <br /> Issuance FDEP Permit April 23, 2007 <br /> Extended NTP April 27, 2007 <br /> The notice to proceed was extended by 105 days for the contractor because site work could not <br /> commence until the FDEP permits were in place . This provided the contractor with additional <br /> time for generating requests for additional information and could have resulted in a delay <br /> change order for IRC, which was tabled through the efforts of IRC staff and CDM . <br /> Additional RFI Reviews <br /> One of the cost containment measures was to limit the engineering oversight of the Resident <br /> Project Representative (RPR) . The periodic field representative task was subcontracted through <br /> temporary labor service provider. This greatly reduced RPR cost to the project . IRC used staff <br /> A-3 112142.doc <br />
