inspectors to further reduce the engineering oversight costs required for this project; however <br /> the extended project time has increased the number of requests for additional information and <br /> submittals . There have been 81 requests for additional information to date in this project . <br /> Accelerated Walkthroughs <br /> In an effort to reduce the potential for a delay change order to the construction contract, IRC is <br /> considering accelerating substantial completion inspection for the contractor . While this creates <br /> more effort in the inspection process, it improves the contractor's ability to provide final <br /> payment on materials that are benefiting IRC . This arrangement increases the contractor's <br /> motivation to finish early or on time by improving their cash flow . <br /> Membrane Procurement <br /> Procurement of the nanofiltration membranes was originally in the contract as the contractor ' s <br /> responsibility . IRC processed Change Order No . 1 to remove that responsibility from the <br /> contractor and realized a cost savings of $44,000 in sales taxes by direct purchasing the <br /> membranes . CDM has assisted IRC with the change order and the procurement of the <br /> membranes . This effort was beyond the original scope of work . <br /> Additional Pay Application Review <br /> CDM has incurred out of scope costs associated with review of the pay application for <br /> reduction in retainage . CDM worked with staff to provide input into a reduction in retainage <br /> agreement for the contractor to be paid for substantially complete portions of the plant which <br /> benefit IRC This task is for the additional effort in reviewing these pay applications and <br /> contract amendments . <br /> Instrumentation Review and Coordination <br /> The instrumentation for a project of this magnitude is very complex . CDM has provided more <br /> support for the instrumentation system supplier than estimated . These efforts were for review <br /> of system enhancements and equipment selected by the instrumentation system supplier. <br /> Wellfield Electrical Coordination <br /> The NCWTP and the wellfield development had to be coordinated at the plant. The wellfield <br /> configuration was different from the design expectations used in the yard piping and the <br /> electrical duct banks onsite . Most of the wells were to be powered by the onsite switch gear <br /> allowing the generator system to provide backup power. Modifications to the onsite duct banks <br /> were made to accommodate the wellfield changes . This work was not in the original scope of <br /> work . <br /> Stormwater Discharge Monitoring <br /> In the course of the construction project, the contractor encountered discolored groundwater <br /> that was displaced when the yard piping was being installed . This anomaly required additional <br /> effort to ensure the construction contract was not negatively affected by this occurrence . CDM <br /> incurred additional effort to meet with the County' s stormwater discharge compliance officer, <br /> which was not foreseen in the original scope of work . <br /> A4 112142 . doc <br />
