EXHIBIT A <br /> SCOPE OF PROFESSIONAL SERVICES <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> ENGINEERING SERVICES FOR <br /> ANNUAL PERMIT COMPLIANCE MONITORING AND REPORTING - 2009 <br /> BACKGROUND <br /> Semi-annual reports of groundwater and leachate quality at the Indian River County (IRC) <br /> Solid Waste Disposal District (SWDD) Landfill must be submitted to the Florida Department of <br /> Environmental Protection (FDEP) in accordance with Chapter 62-701 . 510, F . A . C . and the <br /> Monitoring Plan Implementation Schedule (MPIS) of Permit Nos . S031 -0128769-014, SC31 - <br /> 0128769-015, and S031 -0128769-016 . Water levels are measured and samples of groundwater, <br /> surface water, and leachate are collected by IRC SWDD staff in January and July in accordance <br /> with MPIS . Semi-annual monitoring reports will be required in calendar year 2009 . <br /> Semi-annual sampling of the 27 (currently installed) Class I landfill groundwater monitor wells <br /> and 6 (currently installed) construction and demolition (C&D) debris landfill groundwater <br /> monitor wells shall be collected in January and July for the list of Semi-Annual Ground Water <br /> Parameters on Attachment D and Attachment E of the MPIS, respectively . Ten new <br /> groundwater monitor wells are proposed for the Segment 3 Class I landfill and four new <br /> groundwater monitor wells are proposed for the C&D debris Cell 2 landfill but have not been <br /> installed and are not included the Scope of Services . Samples from the two surface water sites <br /> shall be collected semi-annually in January and July and analyzed for the list of Semi-Annual <br /> Surface Water Parameters presented as Attachment G of the MPIS . Leachate shall be sampled <br /> annually from the leachate monitoring sites and analyzed for the list of Annual Leachate <br /> Parameters presented as Attachment H of the MPIS. CDM will assist IRC SWDD Staff with the <br /> field sampling activities and the analytical testing will be conducted by Environmental <br /> Conservation Laboratories ( ECL) , the analytical laboratory contracted with IRC SWDD . The <br /> results of the annual and semi-annual water quality monitoring events are to be reported to <br /> FDEP within 60 days of receipt of analysis from the laboratory . <br /> The IRC Landfill also operates under a Title V permit (Permit No . 0610015-003-AV) issued on <br /> August 2, 2007, which contains monitoring and reporting requirements related to the landfill <br /> gas collection and control system. IRC SWDD is required to prepare and submit the following <br /> to FDEP and the U . S . Environmental Protection Agency (USEPA) , Region 4 : <br /> ■ Annual Statement of Compliance (within 60 days after the end of the calendar year ) ; <br /> ■ Annual Operating Report (on or before March 1 of the following year) ; and <br /> ■ Results of an annual flare visible emissions test (within 45 days of testing) . <br /> CDM proposes the following Scope of Services to assist IRC SWDD with meeting the <br /> requirements for the following during 2009 : <br /> ■ Project Quality Management <br /> A4 jb2026. doc <br />
