f <br />Aletter was received from Joe H. Earman, Director of Civil Defense for Indian <br />River County sta ting that he and Mr. Macdonald had attended a meeting for Civil Defense <br />Directors and County Commissioners in Orlando, at which meeting they had adopted a resolution'; <br />and had been requested to have the same resolution adopted by the local Commissioners. Upon ;t <br />Motion made by Commissioner McCullers, seconded by Commissioner Robert Graves and unanimously+ <br />carried, the following Resolution was adopted: <br />, <br />RESOLUTION -- Civil Defense <br />WHEREAS, a conflict of interests between Nations of opposing idiologies threatens <br />daily to precipitate World War III, and <br />WHEREAS, attack upon the continental United States in the event of open warfare <br />may be reasonably <br />anticipated, <br />and <br />WHEREAS, <br />the presence <br />of remunerative targets within the State of Florida indicate <br />the likelihood of nuclear attacks upon this State in event of war, and <br />WHEREAS, isolation of areas through disruption of transport and communications, or <br />because of radiological contamination or other causes may be reasonably anticipated, and <br />WHEREAS. the threat of such isolation indicates the need for creating authorities <br />pro -tem for the coordination of survival efforts between counties of the isolated area, and <br />to exercise emergency governmental powers during the interim, and <br />WHEREAS, THE Florida Civil Defense Council has promulgated a plan anticipating the <br />creation of Civil Defense Operational Area Authorities intended to function following enemy <br />attack, and <br />i <br />WHEREAS, creation of such emergency authority is dependent upon ratification of <br />said plan by the several counties, and designation of a County Commissioner by each county <br />1 <br />to become a member of said authority, <br />NOW) THEREFORE, BE IT RESOLVED by the Board of County Commissioners in regular <br />session assembled, the County of Indian River shall, and it does hereby confirm and ratify <br />�i <br />the creation of the said Civil Defense Operation Area Authority for the area in which Indian <br />River County is located, and in furtherance of this action designates and directs the Chairman <br />of this Board to.serve as a member of said authority. <br />Copy and original of the Annual Financial Report of the Board of County Commissioners <br />i <br />PP <br />of Indian River County ending September 30, 1955 was <br />approved and copy of the same trans- <br />ji <br />mitted to the State Comptroller as provided by law. <br />Mrs. Anne Christensen, County Welfare Case <br />Worker gave her report for the month <br />of November and same was ordered filed. <br />The County Engineer stated he had sent the <br />plans for the Old Folk's Home to the <br />State Welfare Office in Jacksonville for approval as <br />a nursing home. <br />Upon Motion made by Commissioner Robert Graves, seconded by Commissioner Hamilton <br />i <br />and carried, the County Engineer was authorized to advertise for a dragline. <br />i <br />it <br />ij <br />y <br />
