0 <br />0 <br />1 <br />0 <br />1 <br />1 <br />0 <br />437 <br />TUESDAY, APRIL 7, 1959 <br />The Board of County Commissioners of Indian River County, met at the Courthouse, <br />Vero Beach, Florida in a regular meeting held at 9:00 o'clock, A. M., Tuesday, April 7, 1959. <br />Present were Robert W. Graves, Chairman, D. B. McCullers, Jr.; J. J. P. Hamilton and Donald <br />Macdonald. Also present were Ed Schmucker, County Engineer, Sherman N. Smith, Jr., Attorney <br />and Katherine Morrison, Deputy Clerk. <br />Upon Motion made by Commissioner Hamilton, seconded by Commissioner McCullers and <br />carried, the minutes of regular meetings of March 3 and 17th, and special meeting of March <br />23rd were approved as read. <br />Joe Henry Earman, Director of Civil Defense for Indian River County, appeared before <br />the Board and presented an organizational plan to the Board to be placed in a conspicuous plac <br />in the County Commissioners Room for easy reference in case a State of Disaster should be <br />declared for.this County. <br />Mr. Earman, Further sta ted that he was speaking not only in the capacity as <br />Director of Civil Defense but also as President of the Chamber of Commerce, and requested that <br />the Board pass a resolution to be sent to the State Road Department, State Representative and <br />State Senator to see if something could be done about the water situation closing State <br />Highway 60 every time we have a heavy rain. He further stated that in case of a disaster that <br />this was our only route Gest in case of an evacuation. Upon Motion made by Commissioner <br />Macdonald, seconded by Commissioner Hamilton and unanimously carried the following Resolution <br />was adopted: <br />R E S O L U T I O N -- Drainage of State Road 60. <br />WHEREAS, State Road 60 is the only cross -state highway leading from Indian River <br />County to the central and West coast areas of Florida; and, <br />WHEREAS, said State Road is the shortest and most direct route from the East to the <br />West coast of Florida; and, <br />WHEREAS, for the past several years during the periods of heavy rainfall, which <br />normally occurs during two or three separate seasons of each year, said State Road 60 becomes <br />impassable because of the waters that drain onto and flood over said road; and, <br />WHEREAS, said State Road 60 has been designated as the only evacuation route in the <br />event of disaster in Indian River County; Now, therefore, <br />BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida,) <br />that this Board does herewith call to the attention of the State Road Department of Florida <br />facts pertaining to said State Road 60 as herinbefore outlined and this Board does herewith <br />urge the State Road Department to take whatever actions are necessary in order to insure that <br />State Road 60 will not become impassable in the times of heavy rainfall; and, <br />BE IT FURTHER RESOLVED that a certified copy of this Resolution be Forwarded to the <br />District Engineer of the State Road Department, Fort Lauderdale, Florida, and that a certified <br />copy thereof be forwarded to the Honorable William Singer, Member of the State Road Department <br />from this District, and to our Representative and Senator. <br />
