Contract #SG469AA <br /> all subcontracts , and all subcontractors shall certify and disclose accordingly. COUNTY shall <br /> complete and sign a copy of the form entitled, "Certification Regarding Lobbying," attached <br /> hereto and made a part hereof to certify that no Federal appropriated funds have been paid or will <br /> be paid by or on behalf of COUNTY in relation to this AGREEMENT as stipulated above. <br /> B . Pursuant to Section 216. 347, Fla. Stat. , COUNTY hereby agrees that monies received from <br /> DISTRICT on this Contract will not be used for the purpose of lobbying the Legislature or any <br /> other state agency. <br /> ARTICLE XX - DEBARMENT AND SUSPENSION <br /> A. In accordance with Executive Order 12549, Debarment and Suspension (40 CFR 232), COUNTY <br /> shall agree and certify that neither it, nor its principals, is presently debarred, suspended, <br /> proposed for debarment, declared ineligible, or voluntarily excluded from participation in this <br /> transaction by any Federal department or agency; and, that COUNTY shall not knowingly enter <br /> into any lower tier contract, or other covered transaction, with a person who is similarly debarred <br /> or suspended from participating in this covered transaction, unless authorized in writing by EPA. <br /> B . Upon execution of this AGREEMENT by COUNTY, COUNTY shall complete and sign a copy <br /> of the form entitled, "Certification Regarding Debarment, Suspension, and Other Responsibility <br /> Matters , " attached hereto and made a part hereof. <br /> C. As required by Paragraphs A & B above, COUNTY shall include the language of this section in <br /> all subcontracts or lower tier agreements executed to support COUNTY ' s work under this <br /> Contract. <br /> ARTICLE XXI - AFFIRMATIVE ACTION <br /> Pursuant to Federal Laws, Regulations and Orders, and to the Cooperative Agreement of <br /> September 18 , 1992, between DISTRICT and the United States Environmental Protection Agency, <br /> COUNTY and its subcontractors at all tiers , shall take all necessary steps to assure that minority firms , <br /> women ' s business enterprises, and labor surplus area firms are used whenever possible . Affirmative steps <br /> shall include: <br /> ( 1 ) Placing qualified small and minority businesses and women ' s business enterprises on <br /> solicitation lists ; and <br /> (2) Assuring that small and minority business, and women' s business enterprises are solicited <br /> whenever they are potential sources ; and <br /> (3 ) Dividing total requirements, when economically feasible, into smaller tasks or quantities <br /> to permit maximum participation by small and minority business, and women' s business <br /> enterprises ; and <br /> (4) Establishing delivery schedules , where the requirement permits, which encourage <br /> participation by small and minority business , and women ' s business enterprises; and <br /> (5) Using the services and assistance of the Small Business Administration, and the Minority <br /> Business Development Agency of the Department of Commerce; and <br />
