Contract #SG469AA ' <br /> (6) COUNTY shall, to the fullest extent possible, when subcontracting and/or purchasing <br /> supplies or services, award/ negotiate an amount equivalent to at least 8 % of the Contract <br /> amount to organizations owned or controlled by socially and economically disadvantaged <br /> individuals , women, and historically black colleges and universities. <br /> ARTICLE XXII - DRUG-FREE WORKPLACE ' <br /> In accordance with the Drug-Free Workplace Act of 1988, 40 CFR Part 32, Subpart F (P. L. 100- <br /> 690, Title V. Subtitle D). COUNTY shall agree and certify that it complies with all applicable provisions <br /> of the Drug-Free Workplace Act. COUNTY shall complete and submit the attached certification Form, <br /> "Certification Regarding Drug-Free Workplace Requirements - Grantees Other Than Individuals." <br /> ARTICLE XXIII - ENVIRONMENTAL PROTECTION AGENCY PROVISIONS <br /> COUNTY shall comply with all applicable portions of EPA and Federal Laws, Regulations and <br /> Orders as follows : <br /> ( 1 ) General Regulations for Federal Assistance Programs, 40 CFR Part 31 , regarding <br /> uniform administrative requirements for grants and cooperative agreements to state and <br /> local governments ; and <br /> (2) Rights to Inventions, 37 CFR Part 401 , which concerns . the rights to inventions made by <br /> non-profit organizations and small business firms under government grants , contracts, <br /> and cooperative agreements ; and <br /> (3) Use of Recycled Paper, EPA Order 1000.25, regarding the use of recycled paper for all <br /> reports prepared as a part of this agreement; and <br /> (4) The Small Business Administration Reauthorization and Amendment Act of 1988 , <br /> Section 129 of Public Law 100-590 (SBARAA), regarding COUNTY' s utilization of <br /> small businesses located in rural areas to the maximum extent possible; and <br /> (5) The 1992 Appropriations Act, P. L. 101 -507, which includes the appropriations for the <br /> Environmental Protection Agency: Program for Utilization of Disadvantaged Business <br /> Enterprises in Procurement under Assistance Programs. <br /> (6) Executive Order 11246 of September 24, 1965, entitled, "Equal Employment <br /> Opportunity , " as amended by Executive Order 11375 of October 13 , 1967, and as <br /> supplemented in Department of Labor regulations (41 CFR Chapter 60) . This item <br /> applies to all construction contracts and construction subcontracts in excess of $ 10,000. <br /> (7) Copeland "Anti-Kickback" Act ( 18 U. S. C. 874) as supplemented in Department of Labor <br /> regulations (29 CFR Part 3 ) . This item applies to all contracts and subcontracts for <br /> construction and repair. <br /> ( 8 ) Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U. S . C. <br /> 327-330) as supplemented in Department of Labor regulations (29 CFR Part 5). This <br /> item applies to all construction contracts and construction subcontracts in excess of <br /> $2,000, and in excess of $2,500 for other contracts which involve the employment of <br /> mechanics or laborers . <br /> Page 8 <br />
