=> 41 - 03 <br /> Scope of Services <br /> Indian River County <br /> Department Of Utility Services <br /> Task A - Billing Cycle-Route Reclassification <br /> The Indian River County Department of Utility Services (the County) has identified the need to revamp <br /> the existing organization of cycle , sub-cycle, and route (cycle-routes) used by the Billing Department to <br /> group customers for meter reading and billing purposes . Reclassification of cycl&routes will increase the <br /> data collection efficiency of the meter readers and improve the data analysis and input efficiency of the <br /> office staff. PBS&J is currently assisting the County with the Utility Master Plan Update and therefore <br /> has the necessary information to expedite the reorganization of cycle-routes before the County migrates <br /> the customer billing system from AS/400 to MUNIS . PBS&J will utilize the GIS coverage ' s in state <br /> plane coordinate system that were developed for the Master Plan Update to renumber the County ' s <br /> existing system of cycle-routes for utility customer location IDs (UTCLIDs) . PBS &J will create five (5) <br /> major cycles with sub-cycles and routes sized according to the direction of County staff. <br /> Deliverables for this task will be : <br /> • One ( 1 ) map per major cycle . <br /> • One ( 1 ) map of countywide major cycles . <br /> • Arc View 3 . 2 shape files used to develop the maps listed above . <br /> The scope of services is based on the following assumptions : <br /> • Only utility customers matched in the Master Plan Update task (approximately 94% match of <br /> UTCLID to Parcel ID) will be renumbered . <br /> • The County will abandon the existing numbering system of cycle-routes . <br /> • The County staff will provide support verifying customer address-matching inquiries . <br /> • The County will be responsible for transfer of cycle-route numbering into the billing system. <br /> • The County will be responsible for updating the remaining UTCLIDs (approximately 6% of <br /> UTCLIDs not matched in the Master Plan Update) . <br /> Compensation for this task will be by Wage Cost Multiplier . Monthly invoices will be based upon raw <br /> labor multiplied- by multiplier of 3 . 1 plus reimbursable costs and sub-consultant fees multiplied by a <br /> factor of 1 . 1 , with a Not To Exceed limit of $ 12 , 700 . <br /> Task B - Conversion of GIS Information <br /> The Indian River County Department of Utility Services (the County) has determined that the conversion <br /> of GIS data from the current arbitrary coordinate system to State Plane East (SPE) coordinate system is <br /> necessary. PBS&J is currently assisting the County with the Utility Master Plan Update and therefore has <br /> the necessary tools to perform this conversion cost effectively .
