Indian River County Pelican Island National Wildlife Refuge Restoration Project <br /> Coastal Tech Project No. 02460. OP Scope of Work <br /> General Information : Indian River County (COUNTY), in collaboration with the Pelican <br /> Island National Wildlife Refuge (Refuge) staff, is seeking to restore a maritime marsh area <br /> altered by construction of mosquito control ditches and proximity to agricultural land use. The <br /> project site (Site) is located on a 6 . 1 acre parcel known as the "Triangular Area" and depicted on <br /> the drawing prepared for the COUNTY by Carter Associates (CAI; survey dated August 10, <br /> 2004) . This survey provides a detailed description of the Site and contains important baseline <br /> elevation data which will be used throughout the duration of the project proposed herein. This <br /> proposal describes engineering, permitting, and design services performed by COASTAL TECH <br /> in pursuit of marsh restoration as described below : <br /> Task 1 - Site Assessment <br /> Task la — Existing Conditions : COASTAL TECH will use recent data ( aerial photography, <br /> surveys, maps, water quality data, etc . ) as available from the COUNTY and Refuge staff as <br /> baseline data. COASTAL TECH will visit the Site to observe, identify, and measure existing <br /> ecological and physical resources (upland, wetland) using available GPS -GIS technology and <br /> including : ( 1 ) soils, (2) topography (not reflected on CAI survey) and apparent drainage/tidal <br /> pathways , (3 ) surface water salinity, and (4) vegetative associations . <br /> COASTAL TECH will evaluate these data and then map existing conditions using ( 1 ) a <br /> Level IV FLUCFCS map , (2) ArcGIS 9 . 0 data layers and (3 ) associated land cover maps <br /> depicting specific themes that may include, but are not limited to : ( 1 ) soils, (2) site <br /> topography and surface water drainage, and (3 ) potential habitat that may be utilized by State <br /> and/or federally listed wildlife species . COASTAL TECH will research existing databases to <br /> identify listed species which are recorded as occurring within the vicinity of the Site . <br /> COASTAL TECH will then generate a summary of listed wildlife species that may occur on <br /> the Site . <br /> All geospatial data and related maps will be Florida Geographical Data Library compliant . <br /> This information will be used during the formulation of the project ' s conceptual restoration <br /> design and to facilitate project permitting. COASTAL TECH will identify any additional <br /> data or surveys necessary for completion of the conceptual design; the COUNTY shall <br /> provide such additional data or surveys . COASTAL TECH will also prepare a written <br /> summary of land use, wherein descriptions of the dominant vegetative cover and the overall <br /> intactness (degree of disturbance) of each vegetative community, as identified on the <br /> FLUCFCS map , will be provided. <br /> Task lb — Historical Conditions : Utilizing the oldest available aerial photography ( 1943 ?) , <br /> as made available by the COUNTY and Refuge staff, COASTAL TECH will interpret <br /> historical SITE conditions (i . e . , vegetative associations) relevant to the goals and objectives <br /> of this project . COASTAL TECH will then prepare an ArcGIS 9 . 0 data layer and associated <br /> maps summarizing the historical conditions that may include , but are not limited to : ( 1 ) local <br /> relief or topography, (2) surface water drainage, and (3 ) the distribution and intactness of <br /> 1 of 4 <br /> January 18, 2005 <br /> EXHIBIT <br /> A <br />
