Indian River County Pelican Island National Wildlife Refuge Restoration Project <br /> Coastal Tech Project No. 02460. OP Scope of Work <br /> natural vegetative communities . These maps will then be compared to Existing Conditions, <br /> as identified under Task 1 a, to assess historical SITE change and those biological or physical <br /> conditions which may be pertinent to the formulation of a successful restoration design . <br /> COASTAL TECH will meet with the COUNTY and Refuge staff to review Task 1 results <br /> and to identify Task 2 SITE restoration design objectives and criteria. <br /> Task 2 - Design <br /> Task 2a — Conceptual Design : Based upon Task 1 results and existing baseline data made <br /> available by the COUNTY or REFUGE staff (i . e, , the CAI topographic survey) , COASTAL <br /> TECH will prepare a draft conceptual design for site restoration. The draft design will be <br /> submitted in the form of permit sketches (i . e. , 8 . 5 " X 11 " drawings) including ( 1 ) draft plan- <br /> view drawings, generated in ArcGIS 9 . 0 or AutoCAD, depicting the proposed conceptual <br /> restoration design and (2) representative cross- sections . This design shall include conceptual <br /> details of proposed grading, re-routing of drainage flow ways , removal of exotics, and re- <br /> vegetation. The draft conceptual design shall be based upon ( 1 ) the design objectives and <br /> criteria identified in Task 1 and (2) professional experience and project team judgment . <br /> COASTAL TECH will also prepare an opinion of probable construction costs using the <br /> DRAFT conceptual design documents . . <br /> COASTAL TECH will meet with the COUNTY and Refuge staff to review the draft <br /> conceptual design . Concomitantly, COASTAL TECH will also arrange for a pre- application <br /> conference with regulatory staff to discuss the draft conceptual design (see Task 3a below) . <br /> Subsequent to the pre-application and COUNTY meetings, COASTAL TECH will <br /> incorporate COUNTY, Refuge staff, and regulatory agency staff comments and revisions <br /> into the draft design documents to yield permit sketches suitable for inclusion in the permit <br /> application as described under Task 3b . Revisions to the draft conceptual design will also <br /> form the basis of COASTAL TECH ' s preliminary design document as described below . <br /> Task 2b — Preliminary & Final Design : Upon request by the COUNTY, COASTAL TECH <br /> will prepare preliminary and final SITE restoration design documents . Following each phase <br /> of the design, COASTAL TECH will confer with the COUNTY to review the design <br /> drawings and COASTAL TECH ' s opinion of probable construction costs . COASTAL TECH <br /> will prepare one design and one set of reproducible drawings . <br /> The preliminary design shall address site-specific conditions and shall include relevant <br /> engineering calculations . The preliminary design will assume a balance of "cut and fill" <br /> quantities and prescribe finished grades in proposed wetland and upland areas . When <br /> possible, all excavated material will be re-distributed on site. The preliminary design shall <br /> define : ( 1 ) proposed planting and exotic plant removal by the Contractor and (2) <br /> recommended monitoring, maintenance, and management by the COUNTY and/or Refuge <br /> staff.
