Indian River County Pelican Island National Wildlife Refuge Restoration Project <br /> Coastal Tech Project No. 02460. OP Scope of Work <br /> plan, (2) include a representative cross- section, and (3 ) contain appropriate section details . <br /> These drawings shall constitute 80% completion of design. <br /> The final design shall include technical construction specifications and drawings consistent <br /> with the USACE and SJRWMD permit requirements . Completion of the final design shall <br /> constitute 100% completion of the design. <br /> Task 3 - Permitting <br /> 3a — Pre-Application Conferences : COASTAL TECH will arrange, attend, and chair one <br /> pre- application meeting each with the U . S . Army Corps of Engineers (USACE) and the St. <br /> John ' s River Water Management District (SJRWMD) . The meeting shall occur on Site . The <br /> purpose of each Pre-application conference shall be to : ( 1 ) present Task 1 results and the <br /> Task 2a draft conceptual design, (2) obtain agency staff comments , and (3 ) identify agency <br /> permit requirements . COASTAL TECH will prepare a written summary of each meeting . <br /> 3b —Permit Application : COASTAL TECH will prepare and submit a single application for <br /> a Joint State of Florida Environmental Resource Permit (ERP)/U. S . Army Corps of <br /> Engineers (COE) Individual permit (IP) . The application will include ( 1 ) a supporting <br /> environmental narrative assessment of (a) existing and proposed upland habitats, (b) wetland <br /> habitats , and (c) temporary wetland impact areas as identified during Task la mapping, and <br /> (2) conceptual design drawings as prepared in association with Task 2 . <br /> 3c — Permit Processing : COASTAL TECH will respond to as many as three (3 ) SJRWMD <br /> "Request for Additional Information" (RAI) iterations . COASTAL TECH will also address <br /> comments from the Public Notice issued by the USACE . COASTAL TECH will informally <br /> confer with and incorporate feedback from COUNTY and agency personnel in an effort to <br /> streamline the permitting process and to provide cost effective environmental solutions as <br /> they may be required . COASTAL TECH will meet with the COUNTY and Refuge staff <br /> subsequent to submittal of the ERP application and upon receipt of the first RAI and/or <br /> public comments . At that time, COASTAL TECH will review draft responses with <br /> COUNTY and Refuge staff. <br /> Task 4 — Time for Completion <br /> 4a — The work described in this scope of work for engineering, design, and permitting must <br /> be completed by June 30 , 2005 . <br /> 3 of 4 <br /> January 18, 2005 <br /> EXHIBIT " A " <br />
