Indian River County Pelican Island National Wildlife Refuge Restoration Project Coastal Tech Project No. 02460. OP Scope of Work plan, (2) include a representative cross- section, and (3 ) contain appropriate section details . These drawings shall constitute 80% completion of design. The final design shall include technical construction specifications and drawings consistent with the USACE and SJRWMD permit requirements . Completion of the final design shall constitute 100% completion of the design. Task 3 - Permitting 3a — Pre-Application Conferences : COASTAL TECH will arrange, attend, and chair one pre- application meeting each with the U . S . Army Corps of Engineers (USACE) and the St. John ' s River Water Management District (SJRWMD) . The meeting shall occur on Site . The purpose of each Pre-application conference shall be to : ( 1 ) present Task 1 results and the Task 2a draft conceptual design, (2) obtain agency staff comments , and (3 ) identify agency permit requirements . COASTAL TECH will prepare a written summary of each meeting . 3b —Permit Application : COASTAL TECH will prepare and submit a single application for a Joint State of Florida Environmental Resource Permit (ERP)/U. S . Army Corps of Engineers (COE) Individual permit (IP) . The application will include ( 1 ) a supporting environmental narrative assessment of (a) existing and proposed upland habitats, (b) wetland habitats , and (c) temporary wetland impact areas as identified during Task la mapping, and (2) conceptual design drawings as prepared in association with Task 2 . 3c — Permit Processing : COASTAL TECH will respond to as many as three (3 ) SJRWMD "Request for Additional Information" (RAI) iterations . COASTAL TECH will also address comments from the Public Notice issued by the USACE . COASTAL TECH will informally confer with and incorporate feedback from COUNTY and agency personnel in an effort to streamline the permitting process and to provide cost effective environmental solutions as they may be required . COASTAL TECH will meet with the COUNTY and Refuge staff subsequent to submittal of the ERP application and upon receipt of the first RAI and/or public comments . At that time, COASTAL TECH will review draft responses with COUNTY and Refuge staff. Task 4 — Time for Completion 4a — The work described in this scope of work for engineering, design, and permitting must be completed by June 30 , 2005 . 3 of 4 January 18, 2005 EXHIBIT " A "
