The major areas of concern <br />include the following: <br />• Traffic impact study requirements including scope, traffic analysis methodologies and <br />traffic engineering practices. <br />• Roadway mitigation improvements, including right -turn and left -turn lanes, for roadway <br />links and intersections. <br />• Trip generation rates. <br />• Trip distribution models. <br />• Traffic concurrency and the timing of the concurrency reservation. <br />• Traffic counting procedures. <br />• Project impact radius of influence methodology. <br />• Roadway and intersection capacity analysis methodology. <br />A. Scoping Meeting — A meeting will be held between McM and County staff that will <br />finalize the scope of the project. The comparison counties will be selected and the major <br />areas of concern will be revisited to ensure that the review encompass all of the land <br />development issues related to transportation. <br />B. Indian River County Code Review — Those areas of the code that are stipulated by the <br />County at the scoping meeting will be reviewed by McM. Areas of concern that are not <br />consistent with general practices or merit comment will be identified. <br />C. Comparative Review — Three other Florida counties, identified by Indian River County, <br />will be reviewed and compared to Indian River County's requirements and procedures as <br />they pertain to the County's areas of concern. <br />D. Meetings — Four meetings will be held, including the scoping meeting, in order to <br />coordinate McM's progress on the project with Indian River County staff. Additional <br />meetings will be billed as additional expenses to Indian River County. <br />E. Report — The results of the review will be documented in a report that will summarize the <br />each County's requirements and procedures regarding the areas of concern. It will also <br />make recommendations and alternatives to Indian River County's current practices, <br />procedures and regulations. The report will be signed and sealed by a Florida registered <br />Professional Engineer, <br />FEE <br />The fee for the foregoing analysis will be $255366.00, and includes indirect expenses, such as <br />mileage and reproduction. The cost of this review does not include expenses for the purpose of <br />attending meetings not stipulated within the scope of this proposal. Such meeting attendance, as <br />necessary, will be provided on a time and materials basis and will be charged at standard hourly rates <br />in accordance with the rate schedule attached to this proposal and made part of this contract. <br />
