and specifications . : copy each of the following documt will be prepared for the <br /> College and Indian River County : <br /> • Roadwav Extension and Bridge Construction Plans <br /> • Professional Engineer' s Opinion of Probable Construction Costs <br /> • Project Manual ( College front -end documents and technical specifications for <br /> construction ) <br /> 2. 12 Review of Bids & Bid Opening ( Phase 62 ) : The Engineer shall prepare a project <br /> manual and bid documents — including: l ) an invitation to bid , 2 ) instructions to bidders . <br /> 3 ) general conditions for the construction contract. 4) supplementary conditions to the <br /> contract, 5 ) form of bid, and 6) form of agreement for the project . The Engineer shall <br /> assist the College with advertisement to bid and publication in Dodge Report and make <br /> recommendations as to the award of the bid to the College . <br /> 2. 13 Design Team Meetings (Phase 50) : In addition to any meetings discussed in other <br /> sections of this agreement, the Engineer will attend up to 20 meetings (assumed bi - <br /> weekly during the design process ) with the College and Indian River County staff to <br /> review progress plans , review preliminary estimates of probable cost and provide value <br /> engineering services . <br /> 2. 14 Geographic Information System Services (Phase 18) : Geographic information systems <br /> (GIS ) are being used by many organizations to house information in a geographic <br /> framework which can be linked to external database information . The College can realize <br /> advantages of GiS in areas such as planning, maintenance , asset inventory.. analysis , daily <br /> operations , and emergency/disaster response . <br /> The Engineer will prepare and gather base data in the general vicinity of the project area <br /> and other useful existing data and incorporate into a GiS format for the College . <br /> Examples of the data to be gathered include adjacent properties , including aerial <br /> photography , parcel ownership boundaries , and land use . The mapping will be conducted <br /> on the Florida State Plane Coordinate System . Where GPS is used , sub- meter accuracy <br /> GIS Data Collection will be utilized . Where applicable , source data will he hyperlinked <br /> to feature data in GIS . Deliverables will be prepared in F.SRI Geodatahase or shapefile <br /> format and will be submitted on DV) or CD . <br /> The Engineer will create GIS data of the project area and in particular the College Lane <br /> extension and bridge construction , which includes infrastructure such as water/sewer, <br /> irrigation , drainage , electrical , lighting , signalization , cable from record drawings and <br /> GPS . Readily available easement information will be included ( i . e . , included on record <br /> drawings) . College will provide record information to be used .
