The Chairman announced that at the last meeting of the Board the <br />Secretary had been asked to contact the several owners and developers in <br />"the County who are putting in their own water and sewer systems and request <br />that they be present at this meeting. He further noticed that they were <br />present and stated they had been called upon to give us their ideas as'to <br />whether or not the Board should adopt'a resolution giving the Florida Railroad' <br />and Public Utilities Commission the right to regulAte rates,.etc. Mr. Carl <br />Burbridge representing the General Development Corporation was recognized <br />and stated he thought all those present were more or less in accord and that <br />r <br />they would go along with the Public Utilities Commission regulating the <br />rates for the reason that they employ Engineers, etc. who are familiar with <br />these things, but they were also of the opinion that since the Public Utilities <br />Commission has no definite set of rules as of this date and since it is a <br />new operation for them, that they would like to wait several months until <br />the Florida Railroad and Public Utilities Commission has adopted their rules" <br />and regulations and is in operation for a time. After some further discussion <br />the Board decided to table this matter until a later date. <br />Mr. A. A. Scott appeared before the Board and stated that he <br />was representing Florida Illustrated Magazine and that they propose pub- <br />lishing a booklet entitled:,"The Vero Beach & Indian River County Story" <br />and they would like for the County' .to join with others and participate as <br />a sponsor. He further stated that the cost to the County would be $450.00. <br />The Board informed Mr. Scott that our budget for the year had been set and <br />we had included $1500.00 to the Vero Beach Chamber of Commerce and that he <br />should contact them and see if they would use some of the County's money <br />for this purpose. The Board further informed Mr. Scott that since the <br />budget had been set and there was nothing additional in the budget for other <br />advertising that we could not join this year in any additional. <br />Sherman N. Smith, Jr., Attorney for the Board stated that the <br />Appellate Court had upheld the Circuit Judge's ruling for the Whittiers <br />in the suit of Surrency vs. Whittier. <br />The County Engineer stated that he had been unable to obtain any <br />surveys on the Wabasso Island and had written a firm who would be in this <br />area taking aerial photographs, and requested that they take aerial photos <br />of this area at that time . <br />The County Attorney stated that he had called Mr. Fox of the <br />
