SJRWMD Stormwater Management Projects Cost -Sharing Application Form 2005-2006
B. PROJECT INFORMATION
B-1. Purpose. Explain the purpose(s) of the project. (Do not refer to attachments.)
The ATS is the central nutrient removal unit of the Egret Marsh Stormwater Park, and is the Countys
first regional effort to reduce nutrient pollutant loads associated with canal flows from the IRFWCD
to the Indian River Lagoon. Located on a 35 acre site in a 9,000 acre sub -basin of the IRFWCD,
the stormwater park will treat 10 MGD of canal flow. •It is projected that the ATS will remove
14483 kg_/yr (3,2671b/yr) total phosphorus and 8,538 kg/3E (18,806 lb/)r) total nitrogen. Peripheral
pond and wetland units are expected to augment these removals by 10-25%. The system will provide
a significant step toward achieving pollution reduction targets established within the East Indian
River Counter Master Stormwater Management Plan,
B-2. Brief description of treatmentlattenuation technology. (Do not refer to attachments.)
The stormwater park is designed around the use of best management practices, the most significant of
which is the ATS. The ATS consists of a mildly sloped HDPE liner, overlain with a production geo-
grid, intended to promote algal growth and associated organisms (which is refered to as Algal Turf).
Nutrients are removed through direct plant uptake and to some extent, precipitation of phosphorus
onto the cell walls. Wave motion is introduced to enhance the exchange of metabolites between algal
cells and the water medium. Algal biomass is harvested to sustain a stabilized growth dynamic.
Attendant settling and polishing ponds will be placed at the influent and effluent of the ATS. The
ATS technology was investigated and is being4pplied by the South Florida Water Management
District in the Lower Okeechobee Watershed, and has been employed in commercial aquaculture.
EVALUATION FACTORS related to questions B-1 and B-2:
Will the project implement Proven technology, or is it a new or innovative procedure? 1-5 points.
Project scoring is based on rater's assessment of the project being proposed and its relation tv
S'JRWMD's mission. Projects utilizing proven technology receive more points, speculative technology,
fewer points.
B-3. Cost-sharing request. (SJRWMD's share cannot exceed 50% of total project cost.)
a. Total project cost....................................................................................664$242324725
b.
