f <br />A <br />SJRWMD Stormwater Management Projects Cost -Sharing Application Form 2005-2006 <br />B4. Projected schedule <br />Projected starting date: month January year 2006; completion date: month July year 2006. <br />(Funds received through this program maybe used only for projects constructed after a cost-sharing <br />contract has been executed and may not be used to reimburse the cost of existing structures or <br />structures already under construction. Cost-sharing contracts probably will be executed by November <br />12, 2005. Projects must be completed within 18-24 months of Governing Board approval.) <br />EVALUATION FACTOR related to question B-4: <br />Is the project planned and ready to begin? 0, 5, or 10 points. Project plan to initiate within 6 months = <br />10; project plan to initiate within 7-12 months = project plan to initiate later than 12 months = 0. <br />B-5. Is the project being undertaken to meet a total maximum daily load (TMDL) allocation, a <br />pollutant load reduction goal (PLRG), or other water quality target set by a local, state, or <br />federal agency? Yes® NoD <br />If yes, identify the agency and the water quality target. <br />The IRL Comprehensive Conservation and Management Plan (IRLNEP(a)) includes <br />restoration strategies contained within the IRLSWIM Plan and IRL's listing as an Estuary of <br />National Significance. An interim goal of 50% reduction of phosphorus and nitrogen and <br />60% suspended solids loads was adopted by Indian River County, SJRWMD, IRFWCD and <br />the City of Vero Beach until TMDL or PLRG values are adopted (ESD -3). IRL SWIM Plan <br />strategies that this facility will employ are IF -3-107-1) Stormwater management: nonpoint <br />source identification and control; IR -1-101-D Water Quality Monitoring network/point and <br />nonpoint sources and IR -1-104-1) Nutrient loadings: assessment of point and nonpoint <br />sources. <br />EVALUATION FACTOR related to question B-5: <br />Is the project being undertaken to meet a PLRG, a TMDL, or other water quality target by a local, <br />state, or federal agency? 0, 10, or 20 points. Implements an established PLRG or TMDL = 20; achieves <br />water quality targets consistent with SWIM Plan or other plan recommendations =10; does not meet <br />specific targets = 0. <br />
