The State Historic Preservation Officer is to advise and assist state and federal agencies <br /> when identifying historic properties, assessing effects upon them, and considering alternatives <br /> to avoid or minimize adverse effects. <br /> Our review of the Florida Master Site File and our records indicates that the South Borrow <br /> Area has been surveyed (Submerged Cultural Resource Investigation Report Indian River <br /> County Beach Preservation Plan). In order to avoid adverse effects to cultural resources, a <br /> protective buffer zone of at least a 500400t radius should be established around the magnetic <br /> anomalies CO2 and CO 5 identified within the proposed South Borrow Area and the Golden <br /> Quest # 1 shipwreck (818860) . <br /> Our review also indicates that archaeological sites 81822, 81831 , 81R56, 818438 , and 818818 <br /> are recorded within, or in close proximity to, the area for beach restoration. Also , many historic <br /> shipwrecks (81828 , 81846 , 81847, and 81R855) are recorded offshore (see enclosure) . None of <br /> these sites have been evaluated for significance and professional archaeologists have never <br /> systematically surveyed the area. Therefore, it is the opinion of this office that a Phase I <br /> cultural resources survey should be conducted for the proposed beach renourishment area. The <br /> survey should also include a remote sensing survey for any non4errestrial portion for beach <br /> restoration . <br /> 500 S.
