Community Relations : To develop methods whereby the Council can (i) promote its goals within the community (ii) work together with other community agencies . 2 . Education : (i) To identify target populations and develop new programs based upon needs assessment data , (ii) to evaluate the Council 's ongoing substance abuse programs . 3 . Budget and Finance : (i) To Make recommendations regarding the financial policies of the Council , (ii) to review and recommend the annual budget of the Council , (iii) to carry out other financial duties as may be assigned by the Board of Directors . 4 . Membership - To develop methods to solicit and acquire new members committed to assisting the Council attain its goals. Section 6 .3 - Ad Hoc Committees . The Board shall establish Ad Hoc Committee as deemed necessary. The Nominating Committee shall be an Ad Hoc committee that shall meet as often as deemed necessary and to effectuate the slate of officers for the Annual Meeting . The responsibility of the Nominating Committee shall be to identify talented individuals with the capacity to make meaningful contributions as a member of the Board . At least one ( 1 ) member of the Nominating Committee shall have served on the nominating committee in the previous term . The Past Chair may serve as Chair. Section 6 .4 - Additional or Combination of Board Committees. 6 .4A Additional Board Committees (A) Composition and Election . The Board , by resolution adopted by a majority of its members may create one or more additional Board Committees consisting of at least three members of the Board .
