(321 ) 269-5880 • Fox (321 ) 269-5813 <br /> 25 April 2006 <br /> Mr. Tanhum Goldshmid <br /> Indian River County <br /> Solid Waste Disposal District <br /> 1325 74`h Avenue Southwest <br /> Vero Beach, Florida 32968 <br /> Subject : Fee Proposal for Pump and Treat (P&T) System <br /> Operations and Maintenance Activities <br /> South Gifford Road Landfill <br /> Dear Mr. Goldshmid : <br /> GeoSyntec Consultants (GeoSyntec) is pleased to submit this fee proposal to Indian <br /> River County (IRC) Solid Waste Disposal District (SWDD) for services associated with <br /> Operations and Maintenance (O&M) activities for the existing pump and treat (P&T) <br /> system at the South Gifford Road Landfill . In consideration of the extensive source area <br /> excavation/remediation activities performed at the site and data which indicates that the <br /> dissolved plume is ultimately hydraulically controlled by the treatment system at the City <br /> of Vero Beach well field, GeoSyntec will be working with the Florida Department of <br /> Environmental Protection (FDEP) to ultimately shut down the P&T system. While <br /> GeoSyntec will be aggressively pursuing regulatory approval of approaches to ultimately <br /> enable the site to reach remedial goals using more passive measures, it is anticipated the <br /> P&T system will operate for at least one additional year. The fee proposal developed for <br /> the site is based upon one additional year of P&T activities. <br /> The proposed scope of work includes : (i) a thorough cleaning of the air stripper and <br /> components; (ii) re-start of the P&T system with the air stripper effluent configured to run <br /> XR06084/CCR060027 — IRC Pump and Treat System Fee Proposal.doe <br />
