GeoSyntec Consultants <br /> Mr. Tanhum Goldshmid <br /> Indian River County, Solid Waste Disposal District <br /> 25 April 2006 <br /> Page 2 <br /> through the granular activated carbon (GAC) and discharged to the infiltration gallery; (iii) <br /> P&T system re-start sampling (at re-start, weekly for the remainder of the first month, <br /> monthly for the remainder of the first six months, and semi-annually thereafter) ; and (iv) <br /> monthly O&M of the P&T system for one year. The Florida Department of Environmental <br /> Protection (FDEP)-required quarterly reporting for the P&T system will be conducted <br /> under the existing authorized budget for Monitoring Plan Implementation Schedule (MPIS) <br /> and plume monitoring at the site; however, the estimated budget for a letter report <br /> documenting the system re-start activities is included herein. Given the likelihood that <br /> mechanical components may require repair or replacement (e.g. , broken gauges, pump <br /> failure, electrician on site, etc.), GeoSyntec has also included a contingency task element in <br /> the proposal . The contingency portion of the contract amount will only be utilized with <br /> prior IRC approval . The proposal has been prepared in general accordance with the <br /> Professional Services Agreement (PSA) between GeoSyntec and IRC SWDD, dated 10 <br /> August 2004 . <br /> PROPOSED SCOPE OF WORK <br /> GeoSyntec developed a phased approach with internal task elements to accomplish <br /> this work in an organized and cost-effective manner. The remainder of this letter provides <br /> a description of the proposed scope of work and a budget estimate to accomplish the work <br /> described herein. <br /> Task 1 — Project Management/Meetinas <br /> Under this task, GeoSyntec will perform project planning and management <br /> responsibilities, such as correspondence with IRC and FDEP, invoice review, project <br /> coordination, and project administration.
