13 . Subcontractor: Any person, firm or corporation other than the CONTRACTOR supplying <br /> labor or materials for work being performed under these specifications . <br /> 14 . Substantial Completion : The date certified by the Engineer when the construction of the <br /> Project , or a specified part thereof, is sufficiently completed, in accordance with the Contract <br /> Documents , so that the Project or specified part can be utilized for purposes for which it was <br /> intended . <br /> 15 . Surety: The corporate body which is bound with and for the CONTRACTOR, and which <br /> contracts responsibility for his acceptable bid, performance and maintenance of the Project <br /> and for his payment of all obligations pertaining thereto . <br /> 16 . Work : All labor, materials and incidentals required for the construction of the improvement <br /> for which the contract is made, including superintendents , use of equipment, and tools , and <br /> all services and responsibilities prescribed or implied, which are necessary for the complete <br /> performance by the CONTRACTOR of his obligations under the Contract . Unless otherwise <br /> specified herein or in the Contract, all costs of liability and of performing the work shall be at <br /> the Contractor ' s expense . <br /> SPECIFICATIONS <br /> All sections of the specifications and all supplementary documents are essential parts of the <br /> contract and requirements occurring in one area as though occurring in all . These specifications <br /> and documents in their entirety shall be included in, and made a part of, the contract between the <br /> County and the successful bidder. <br /> In the event there is any conflict between the terms and conditions contained in the <br /> specifications , the precedence of the specifications shall be as follows : <br /> 1 . Addenda or modifications of any nature, if any <br /> 2 . Supplementary conditions , if any <br /> 3 . Technical specifications , if any <br /> 4 . Special provisions <br /> 5 . General conditions <br /> 6 . Instructions to bidders <br /> 7 . Bid form <br /> 8 . Invitation to bid <br /> There will be no oral interpretations of these specifications . Any bidder/proposers in doubt as to <br /> the true meaning of any part of the specifications or related documents may submit a written <br /> request to the Purchasing Manager for interpretation thereof. The Purchasing Manager shall <br /> receive all requests for interpretation or corrections no later than ten (10) days prior to <br /> the <br /> deadline for submitting bids/Bids .
