reported to the COUNTY . All hazardous material spills shall <br /> be immediately cleaned up in accordance with USACE <br /> SAFETY AND HEALTH REQUIREMENTS MANUAL, <br /> document number EM 385- 1 - 1 dated 3 September 1996. In <br /> accordance with EM 385- 1 - 1 , the CONTRACTOR shall use <br /> suitable methods to prevent the spread of hazardous materials <br /> from above ground storage tanks and piping in case of <br /> leakage . <br /> 13 . 2 . 2.2.9 Bilge Water. CONTRACTORS are warned that pumping oil <br /> or bilge water containing oil into navigable water or into <br /> areas, which would permit the oil to flow into such waters, is <br /> prohibited by Section 13 of the Rivers and Harbors Act of <br /> 1899 (30 Stat. 1152 ; 33 U . S .C. 407). Non-compliance with <br /> this prohibition is subject to penalties provided for under the <br /> referenced acts. <br /> 13 .2 . 2 .3 Historical, Archeological, and Cultural Resources. If during construction <br /> activities, the CONTRACTOR observes items that may have historical or <br /> archeological value 'i <br /> _., . .. . . � z.. • mow ,, . - <br /> observations shall be reported immediately to the COUNTY ' <br /> and. to <br /> the Chief of the USACE, Jacksonville District Environmental Branch, <br /> Mr. Kenneth Dugger at (904) 232- 1686, so that the appropriate <br /> authorities may be notified and a determination made as to their <br /> significance and what, if any, special disposition is required. The <br /> CONTRACTOR shall cease all activities that may result in the <br /> destruction of these resources and shall prevent his/her employees and <br /> subcontractors from trespassing on, removing, or otherwise damaging <br /> such resources. The CONTRACTOR shall report any observed <br /> unauthorized removal or destruction of such resources by any person to <br /> the COUNTY and appropriate State of Florida authorities. The <br /> CONTRACTOR shall be liable for any non-compliance with the <br /> conditions of the permits, easements and terms of this contract committed <br /> by their personnel or subcontractors. <br /> 13 .2.2.3 . 1 Dredge Exclusion Area. Consultation with the Florida State <br /> Historic Preservation Officer has identified the necessity of a <br /> radial buffer for the avoidance and protection of Anomaly <br /> Numbers CO2 , C05, and C12 . This Dredge Exclusion Area is <br /> located near the center of the Borrow Area for Sectors 1 & 2 <br /> as identified on Drawing Sheets 9 and 10. Anomaly Numbers <br /> CO3 , C04, C071 C08, C09, CIO, and C11 have associated <br /> Dredge Exclusion Areas in the Borrow Area for Sector 7. <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS TS- 15 <br />
