( Section 2 . 3 .3 ) indicates the IR- 14 containment basin design provides sufficient retention time to allow <br /> precipitation of the finest sediments anticipated in Reach III without recourse to spur dikes . <br /> 2. 3. 5 Ramps <br /> An important goal of the Long- Range Dredged Material Management Program for Florida ' s ICWW <br /> is to manage each dredged material management site as a permanent operating facility . This goal carries two <br /> operational criteria. First, the material is to be actively worked to accelerate the drying process and thus <br /> render the material suitable for removal and reuse as quickly as possible . Second , to restore the basin ' s <br /> capacity and thereby extend its service life, material must be removed from the basin at or before the point <br /> at which the basin reaches its design capacity. As a result, ramps to provide heavy equipment access to the <br /> containment basin interior have been integrated into the design of the containment dike (Figures 2 . 1 and 2 . 5 ) . <br /> Thus , the site is designed to function more as a material processing and rehandling station than as a <br /> permanent storage facility . Although the design capacity of the IR- 14 containment basin ( 178 , 051 cy, Section <br /> 2 . 1 . 2) is adequate to receive the projected 50-year material storage requirement for Reach III , removing the <br /> dewatered material off site can effectively expand its capacity. In this manner, the useful service life of the <br /> site may extend indefinitely . In addition to providing for material removal , the ramps also allow easy entry <br /> for equipment used in the dewatering process . This latter process is discussed in Section 4 . 1 . <br /> The ramps will be positioned on the western and southern sides of the containment dike . An on-site <br /> access road will connect the ramps to Indian River Boulevard ( Figure 2 . 1 ) . Obliquely traversing the <br /> containment dike, the ramps will maintain the same 1 V : 3H side slope as the dike. The road surface of the <br /> ramps will be 12 ft wide with an ascending/descending grade of 5 % . <br /> 2. 3. 6 Perimeter Ditch <br /> Saltwater seepage from the interior of the containment basin into the on- site shallow aquifer is not <br /> expected to be a significant problem for several reasons . First, saltwater pumped from the ICWW (Indian <br /> River) will remain ponded within the containment basin only during actual dredging operations and for a <br /> short period immediately following dredging as the clarified effluent is released back to the ICWW . Such <br /> periods are expected to last approximately 8 to 12 weeks, once every 5 to 10 years . Second , during the site ' s <br /> 21 <br />
