ATTACHMENT 7 Summary of Measurement and Verification Options All the methods in the FEMP/ IPMVP Guideline for determining savings are based on the same concept, namely , those energy savings are derived by comparing energy usage after a retrofit to the baseline . It is relatively easy to measure post- retrofit consumption ; however, it is impossible to " measure" what the energy usage would be without the retrofit . Therefore , it is impossible to " measure " energy savings . Energy savings can only be determined based on assumptions about the baseline . Four options are provided to determine energy savings . A particular option is chosen based on the on project- specific features of each performance contract. The options differ in their approach to the level and duration of the retrofit verification measurements . For instance , Options A and B both apply at the system or ECM level , while Option C uses measurements taken at the whole - building , or whole-facility , level . Option A involves short-term ( if any) measurements , while Options B and C use short term and/or continuous or regular interval measurements during the term of the contract . Option D involves computer simulation techniques . Each option has advantages and disadvantages based on site -specific factors . The four options are described in the table below .
