ATTACHMENT 7 <br /> Summary of Measurement and Verification Options <br /> All the methods in the FEMP/ IPMVP Guideline for determining savings are based on the same concept, <br /> namely , those energy savings are derived by comparing energy usage after a retrofit to the baseline . It <br /> is <br /> relatively easy to measure post- retrofit consumption ; however, it is impossible to " measure" what the energy <br /> usage would be without the retrofit . Therefore , it is impossible to " measure " energy savings . <br /> Energy savings can only be determined based on assumptions about the baseline . Four options <br /> are <br /> provided to determine energy savings . A particular option is chosen based on the on project- <br />specific <br /> features of each performance contract. <br /> The options differ in their approach to the level and duration of the retrofit verification measurements . <br /> For <br /> instance , Options A and B both apply at the system or ECM level , while Option C uses measurements taken <br /> at the whole - building , or whole-facility , level . Option A involves short-term ( if any) measurements , <br /> while <br /> Options B and C use short term and/or continuous or regular interval measurements during the term of the <br /> contract .
