E . <br /> 23 March 2009 <br /> Page 2 <br /> River County and municipalities of Vero Beach , Orchid , Fellsmere, Sebastian , and Indian River <br /> Shores , Florida . <br /> In 2008 the SWDD Board accepted staff recommendation to discontinue the separate disposal of <br /> C & D debris in an unlined disposal facility and switch to co -disposal operation whereby C & D <br /> debris is placed in a lined Class l landfill comingled with municipal solid waste . Consequently , <br /> the SWDD has initiated work to modify the permit for the 32 acre parcel located immediately <br /> east of Segment 2 , which has been permitted as a C & D expansion (Cell 2) , to a Class I landfill <br /> and integrate it with the already permitted Segment 3 expansion . Construction of the expanded <br /> Segment 3 as well as construction of the vertical expansion of Segment I and 2 (permitted in <br /> 2006 ) would require fill material from either on - site or off- site borrow sources . <br /> SWDD has obtained an Environmental Resource Permit ( ERP ) and a CUP from the Florida <br /> Department of Environmental Protection ( FDEP ) and SJRWMD , respectively , authorizing the <br /> use of approximately 30 - acre property located immediately north of the IRCL facility as a <br /> borrow area of material for future landfill cell constructions and closure and for cover material at <br /> the facility . The SWDD has also obtained Administrative Approval , and Land Clearing and Tree <br /> Removal Permits from IRC Community Development Department (CDD ) for the pond <br /> construction and an Indian River Farms Water Control District ( IRFWMD ) permit for <br /> emergency discharge of pond water into the C- 5 Canal . The CUP grants the SWDD the <br /> authority to withdraw up to 1 , 351 . 5 million gallons per year of groundwater from the surficial <br /> aquifer system for dewatering the borrow area . The CUP conditions , however, require the <br /> SWDD to monitor and report to the SJRWMD on any impact of the dewatering operations to <br /> four wetland areas located adjacent to the borrow pond . This proposal presents the scope of <br /> work for compliance with the requirements of the CUP conditions . <br /> PROPOSED SCOPE OF WORK <br /> This project includes professional engineering services necessary to comply with the CUP <br /> conditions . For budgeting purposes , the scope of work will be performed in three phases , as <br /> presented below . <br /> Phase 1 : General Consulting/Meeting Support/ Project Management; <br /> Phase 2 : Site Preparation ; and <br /> Phase 3 : Monitoring and Reporting . <br /> Each task is briefly described below . <br /> NCP2009/XL09084/J [, 90075 . doc <br />
