In late 2005, the American Society for Testing and Materials (ASTM) <br />updated its prior standard for Phase I ESAs, now E1527-05, Standard Practice for Environmental <br />Site Assessments: Phase I Environmental Site Assessment Process. The AAI/ASTM standard <br />differs from the prior (2000) ASTM Standard E1527-00 by "raising the bar" in terms of the level <br />of effort to complete the Phase I ESA and meet the AAI standard. Specific differences include, <br />for example, the need to use highly experienced professionals ("environmental professionals", as <br />defined under the regulation) to conduct certain aspects of the AAI investigation and the need to <br />conduct a more specific investigation of historic land uses. <br />We understand that IRC is interested in having Phase I ESA work performed by Geosyntec to <br />help identify environmental liabilities associated with the above -referenced site which Geosyntec <br />would consider to be a Recognized Environmental Condition (REQ as defined by ASTM <br />E1527-05. Geosyntec proposes to perform the following Phase I ESA work in general <br />accordance with specific guidelines contained within ASTM E1527-05, as indicated in the <br />following tasks. The intent of Geosyntec's effort is to provide IRC with a Phase I ESA for the <br />sites which will assist IRC in meeting certain requirements of EPA's AAI rule. Please note that, <br />herein, Geosyntec has developed a scope of services based on its knowledge of the project, which <br />is finite in nature, to allow the development of the enclosed budget and schedule estimates. In <br />fact, Geosyntec may find that work outside this scope may be necessary in order to address the <br />requirements of AAI that apply to the Phase I ESA work effort (we will advise you if this is the <br />case). Further, please note that AAI defines certain client responsibilities; Geosyntec strongly <br />encourages its Phase I ESA clients to become familiar with the AAI rule in order for them to be <br />able to understand what must be done by the client (over and above the Phase I ESA) to fully <br />demonstrate AAI and achieve the full benefit of the above-described "liability protections". <br />The following scope will be performed: <br />Phase I ESA Task A: Initial Interview and Document Acquisition <br />Prior to visiting the site, Geosyntec will make an initial contact with the Site Owner/Manager <br />designated by you to preliminarily discuss enviromnental conditions associated with site.
